About this file

This is a Request for Information (RFI) template for the IRS's Core Individual Tax Processing Modernization and Operations & Maintenance Support Services, with responses due December 5, 2024, at 1:00 PM. The RFI is structured in three parts: Company Profile, Capability, and Technical sections, seeking information from vendors about their experience in modernizing legacy tax processing systems, particularly the Individual Master File (IMF) system written in IBM Assembler Language Code (ALC).

The technical section focuses heavily on vendors' experience with SAFE methodology, ALC to Java conversion, IMF business rules extraction, and enterprise Agile development approaches. Key requirements include demonstrated experience in Program Management processes, custom tool development for IMF business rules mapping, and support for complex legacy systems modernization. The RFI falls under NAICS codes 541512 (Computer Systems Design Services) or 541511 (Custom Computer Programming Services) and specifically requests information about relevant Best in Class (BIC) GSA Government Wide Acquisition Contracts. Vendors must provide detailed information about their SAFe implementation experience, technical staff capabilities, and past performance in similar modernization efforts, particularly within IRS systems.
