About this opportunity

The Bureau of Land Management (BLM) Upper Colorado River District is seeking a contractor to perform mastication services for the Copper Spur Mastication FY26 project, which involves grinding and mulching pinon, juniper, and mixed mountain shrubs including sagebrush, oak brush, snowberry, and serviceberry across 230 acres. The contract is structured as a firm-fixed-price commercial service requiring specialized vegetation treatment using rubber-tired equipment to reduce stumps to 6 inches or less and create mulch material less than 1 inch in diameter. Contractors must demonstrate relevant experience with similar projects completed within the past five years, including knowledge of local weather, transportation, and market conditions. The solicitation will be evaluated based on relevant experience, past performance, and price, with technical and past performance factors weighted more heavily than price. Amendment 0002 has extended the quotation due date to 11:00 AM MT on September 22, 2025, with questions due by 11:00 AM MT on September 18, 2025.

This opportunity is set aside exclusively for small businesses under NAICS code 115310 (Support Activities for Forestry) with a size standard of $34 million in annual receipts. The contract performance period runs from October 1, 2025, through September 30, 2026, providing a full year for completion of the vegetation treatment work. The project site is located near McCoy, Colorado, and interested parties may conduct site inspections at their own convenience. Recent amendments have clarified that both tracked skid steers and excavators with boom mastication heads are acceptable equipment types, and have reduced the minimum experience requirement from three examples to two examples of relevant past performance. The solicitation includes prevailing wage requirements for various forestry-related occupations along with health and welfare provisions, and contractors must comply with federal environmental restrictions and fire prevention guidelines.
