About this opportunity

SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, is seeking copper components of various sizes and specifications for scientific research purposes. The solicitation involves procuring multiple copper pieces made from C10100 material, with total quantities ranging from 3 to 210 pieces per specified dimension. The procurement will utilize the Lowest Price Technically Acceptable (LPTA) method for source selection, with technical evaluation criteria focused on material compliance with ASTM F68 standards and precise dimensional specifications. Vendors must submit quotes by February 18, 2025, and are required to complete a Buy American Act Certification for awards over $10,000. The solicitation requires vendors to register in the System for Award Management (SAM.gov) and provide pricing, lead times, and potential additional discounts for academic or government institutions.

The contract opportunity is not set aside for any specific business category and will be issued on a fixed-price basis with NET-30 payment terms and FOB Destination Prepaid and Add freight conditions. The place of performance is located in West Menlo Park, California, at the SLAC National Accelerator Laboratory facility. The total estimated value encompasses 228 copper components with a total estimated mass of 461.445 pounds, covering various sizes from 0.375" to 6.5" in diameter and length. Subcontractors must complete a Representations and Certifications Rider, which remains valid for one year, and the resulting purchase order will be subject to SLAC's August 2023 Terms and Conditions for Fixed Price Commercial Supplies and Services. The procurement falls under the NAICS category of Copper, Nickel, Lead, and Zinc Mining and is categorized under General Science and Technology R&D Services.

Update #2 · Latest ·

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy.  As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

AMENDMENT 01

The following Addendum 01 is being issued for the subject request for Quotation: 352983_Copper Questions

Answers to Questions in red:

1.  Your drawing does not specify the tolerance on the dimensions. Could you please provide us with this information?

All dimensions are minimum. (This copper is a raw material for future machining. That is why all dimensions are minimum. You may use liberal tolerances increasing the material size, but just do not decrease the material size.  Tolerance up to +.25/-0 will do).

2. Could you please provide us with the exact shipping address. We would also like to know if there are any special requirements such as a lift-gate required or restricted access.

SLAC National Accelerator Laboratory B81 Shipping and Receiving

2575 Sand Hill Road

Menlo Park CA 94025

No lift gate needed, and security will tell you where to go for deliveries.

3. Is the requirement for copper round and rectangular bar to be machined to length by milling or turning, or is the requirement only for saw cut pieces of material meeting the dimensional requirements on the print?

The requirement only for saw cut pieces of material meeting the dimensional requirements on the print.

(We do not specify a manufacturing method. It is up to a vendor to choose. The design requirement is to meet the dimensions. In this case, all dimensions are minimum. Surface finish is 250 shown in the title block)

4. What is the tolerance for the dimensions on the print?  The two-place decimal dimensions would normally mean +/- 0.020”, but the tolerance table in the title block of the drawing is not filled out.

See answers above regarding this question.

This Addendum modifies the Request for Quotation and must be acknowledged. Failure to acknowledge all addenda could make your proposal non-responsive. Please confirm that the submitted proposal is not changed because of this addendum. If proposal sent is revised because of this, please submit the revised proposal.

The following changes are herby made to the appropriate documents contained the above-mentioned Request for Quotation (RFQ). All other terms and conditions of the RFQ remain the same.

Thank you.

Best,

Anthony Chin
