About this opportunity

The USDA Agricultural Marketing Service (AMS) Commodity Procurement Program (CPP) is soliciting cooked meat products for domestic food assistance programs through solicitation 12-3J14-25-B-0455-0001. The procurement covers three specific products: beef crumbles packaged 4/10 lbs (Material #100134), pulled pork packaged 8/5 lbs (Material #110730), and frozen pulled chicken in 30 lb cartons (Material #111881). The contract will be awarded on a firm-fixed-price basis with deliveries required to multiple locations across the United States on an FOB origin basis. All commodities must be products of the United States, grown, processed, and prepared exclusively within the country per Agricultural Acquisition Regulation (AGAR) requirements. Offers are due August 7, 2025 at 1:00 PM CT, with acceptances to be announced by 5:00 PM CT on August 21, 2025, and all submissions must be made electronically through the Web-Based Supply Chain Management (WBSCM) system.

The solicitation includes a 100% small business set-aside specifically for beef crumbles, while the pulled pork and pulled chicken requirements remain unrestricted competitions. The total procurement quantities are substantial, encompassing 240,000 lbs of beef crumbles, 760,000 lbs of pulled pork, and 429,000 lbs of pulled chicken. Delivery periods are scheduled from October 1, 2025 through December 31, 2025, allowing contractors a three-month window to fulfill their obligations. Successful bidders will be subject to a probationary period that limits initial awards to 10 truckloads per product, providing USDA with a mechanism to evaluate contractor performance before full-scale delivery requirements. The contract performance will occur at various domestic locations throughout the United States as specified in the detailed solicitation documents, with Contract Specialist Shay Boone and Contracting Officer Adele Jackson-Croal managing the procurement process.
