About this opportunity

The Library of Congress is seeking to procure conveyance book trucks and wheel kits through a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for its Acquisitions and Bibliographic Access Directorate. The solicitation requires vendors to provide metal mobile storage trucks with specific dimensions, featuring two sides with shutter-style doors, adjustable interior shelves, and a 1,000-pound weight bearing capacity. Each truck must include four heavy-duty swivel casters with locking mechanisms, corner bumpers, and welded round handles. The evaluation will utilize a best-value trade-off approach, with non-price factors being significantly more important than price, considering samples, technical approach, past performance, and pricing. Key dates include an optional site visit on January 13, 2025, a requirement to submit one pre-award sample by February 13, 2025, and the proposal submission deadline of February 14, 2025, at 5:00 PM EST.

The solicitation is not set aside for any specific group and is open to commercial vendors in the Institutional Furniture Manufacturing sector. The contract will have a five-year period of performance from April 1, 2025, through March 31, 2030, with a minimum guaranteed value of $3,000 and a maximum value of $249,000. The Library estimates purchasing approximately six trucks with wheel kits in the first year, with potential for up to six trucks per year thereafter. Vendors must provide a 12-month warranty with the trucks and a manufacturer's maintenance agreement. The place of performance is Washington, DC, where the trucks will be used to transfer large volumes of paperback and hardback books, as well as serials, between various Library divisions. The current conveyance trucks are several decades old and are being replaced due to deteriorating conditions.
