About this file

This is a Request for Proposals (RFP) for a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Library of Congress for conveyance book trucks, wheel kits, warranty coverage, and optional repair services. The contract has a 5-year period of performance from April 1, 2025 through March 31, 2030, with a minimum guaranteed value of $3,000 and maximum value of $249,000.

The RFP requires vendors to provide metal mobile storage conveyance trucks with specific dimensions (43" W x 25" D x 45" H), two sides with shutter-style doors, two adjustable interior shelves per side, and a 1,000-pound weight bearing capacity. Each truck must include four heavy-duty swivel casters with locking mechanisms, corner bumpers, and welded round handles. Vendors must submit one pre-award sample by February 13, 2025, provide a 12-month warranty, and attend an optional site visit on January 13, 2025. Proposals are due January 30, 2025 at 5:00 PM EST. The evaluation will use a best-value trade-off approach considering samples, technical approach, past performance, and price, with non-price factors being significantly more important than price. The Library estimates purchasing approximately six trucks with wheel kits in the first year and up to six per year thereafter.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C. STATEMENT OF WORK

C.1 BACKGROUND

The Acquisitions and Bibliographic Access Directorate (ABA) of the Library of Congress requires conveyance trucks to transfer collections materials in a secure, efficient way. The Library also requires accompanying warranty coverage and optional service and repair for the life of the item. The ABA’s conveyance trucks were purchased several decades ago and are overdue for replacement and/or repair due to their deteriorating conditions. Conveyance trucks play a crucial role in transferring large volumes of paperback and hardback books, as well as serials, between ABA divisions and the Library's Collections Management and Preservation Services divisions.

C.2 SCOPE

ABA requires conveyance trucks, corresponding wheel kits, a warranty agreement, and optional truck service and repair to support the life of the items. All items must be provided in accordance with the specifications outlined in this contract or be functionally equivalent.

C.3 REQUIREMENTS

3.1 Kickoff and Design Finalization

The contractor shall schedule a kickoff meeting within seven (7) calendar days of the contract start. At this kickoff, the final design files of the book truck must be presented and confirmed compliant with the requirement in writing by the Contracting Officer’s Representative (COR). The COR’s written approval of the final design files must be received before production begins on the first Task Order. Subsequent task orders may proceed without design file approval if no changes are made to the design of the book trucks by the contractor.

3.2 Conveyance Trucks

The contractor shall provide a metal mobile storage conveyance truck on wheels that has two sides with shutter-style doors and two shelves on each side of the truck. The top surface must be flat with raised edges. Each side must have reinforced metal handlebars for effortless movement and maneuverability. Conveyance trucks must have a weight bearing capacity of 1,000 pounds.

Specifications:

a. Product Width: 43″

b. Product Depth: 25″

c. Product Height: 45″

d. Shelf Length: 36 ½ “

e. Shelf Width 21 3/4 “

f. Number of Shelves: 2

g. Material: Polymer

h. Color: Taupe

See Attachment J1 for example images of trucks meeting these specifications.

Conveyance trucks must be packaged individually in such way as to avoid any damage to the structure, bumpers, or wheels during transport. Each cart shall have solid metal panels welded to them to prevent them from access to materials within the cart from the front and back. The top of each cart must be a solid material to prevent access to the cart from the top and prevent precipitation from reaching the interior of the cart. All metal surfaces must have a powder coated surface. All components must be electrostatically dry powder coated with a thermos-set finish.

The maximum unloaded weight for each cart is 350 pounds and the maximum loaded weight is to be 1000 pounds.

3.3 Wheel Kits

Each cabinet must have four (4) heavy-duty swivel casters, wheels, and all accompanying bolts, washers, fasteners, and other parts required to assemble the kits and secure them to the truck. The wheels on the cabinet must be reinforced with a sturdy and durable lining made of rubber or plastic for easy mobility and smooth movement across different surfaces. Each wheel must be attached to a 360-degree swivel mechanism, allowing the cabinet to be easily maneuvered in any direction. All four wheels must have a locking mechanism that can be easily engaged and disengaged. The locking mechanisms must not extend beyond the outer dimensions of conveyance cart. The wheel kits must have a total weight bearing capacity of 1000 pounds.

3.3.1 Four (4) swivel wheels made of heavy-duty material (preferred hard shatter resistant solid rubber, not inflatable, airless tires) that can support up to 1,000 pounds. The wheels shall be equipped with shock-absorbing casters that have spring-loaded suspensions to reduce vibration while rolling.

3.3.2 Means to lock the cart in place: The carts shall be equipped with the means to “lock” the carts in place to prevent them from rolling. “Locking mechanism” must have the ability to be easily engaged and disengaged, and it must not extend beyond the outer dimensions of the cart.

See Attachment J1 for example images of wheels meeting these specifications.

3.4 Corner Bumpers

The conveyance carts shall be equipped with rigid (rubber or plastic) corner bumpers on all 4 corners of the base frame to protect the cart and the walls from damage. Bumpers are to be bolted to the corners of the base frames so that they can be easily replaced if necessary. Heavy duty bumpers are preferable.

3.5. Shelves

Each cart shall have two (2) interior shelves. Shelves must be adjustable. With loaded shelves on 6” vertical centers, the capacity per object will be 200 pounds for a maximum load weight of 1,000 pounds.

3.6 Handles

Each cart must have welded round handles, between 20 and 26 inches wide placed 30 inches from the bottom of the cart. The minimum diameter must be no smaller than 1.5 inches and not greater than 2.5 inches. Each handle placement must allow for at least a 2-inch gap from the side panel to allow the operator’s hands to hold the handle properly.

3.7 Doors

Each door must come equipped with a mechanism to secure the doors shut so items on the shelves cannot fall out. Each cart shall have two shutter-style panels that can be closed and locked together on each side of the cart. Each door must naturally remain open (not requiring additional mechanisms) at maximum range when in use.

3.8 Accessories

Vendor shall provide a list for all replacement parts for each of the trucks listed in this contract, to include but not limited to, rigid and swivel casters, carriage bolts, washers, and nuts.

3.9 Warranty

The contractor shall provide a 12-months replacement warranty on all conveyance trucks purchased throughout the ordering periods of this contract. A label indicating the warranty expiration date shall be affixed by the contractor, unobtrusively, to each book truck. If a delivered truck and/or wheel kit is determined to be unacceptable by the COR due to defect or improper specifications, a new truck must be delivered with a new warranty date at no additional cost to the Library. The Library will not pay any shipping fees or other costs associated with the unacceptable truck. Warranty must include all parts required for the book trucks to be fully function, including but not limited to: wheels, casters, bolts, washers, and any other required parts.

To avoid damage to the book trucks, warranty repairs must occur on-site at the Capitol Hill location on a date and time that must be mutually acceptable to the Library and contractor. The Library will attempt to consolidate warranty work to no more than two trips per calendar year.

3.10 Non-Warranty Service and Repair (OPTIONAL)

Optional service and support may be requested for non-warranty repairs. Optional non-warranty repairs are defined as regular repairs required on a truck after the 12-month warranty period expires and/or repairs that exceed the specifications of the warranty terms provided by the contractor as part of their accepted offer.

If non-warranty repair service visits are necessary, a Task Order shall be issued by the Contracting Officer. These visits may be required at any point throughout the life of the contract. Service and support must occur on-site at the Capitol Hill location. The contractor’s price for service visits is inclusive of all travel costs. The contractor and COR shall negotiate a mutually agreeable date and time to conduct the service visit. The Library will make its best efforts to consolidate warranty work to no more than two trips per calendar year.

C.4 SCHEDULE OF DELIVERABLES

Deliverable Due Date

Conveyance book trucks and wheel kits

Delivered within 60 days of the period of performance start date on each Task Order.

Warranty For a duration of 12-months from written acceptance of the truck(s) by the COR. To be identified on the contractor-provided warranty stickers.

C.5 TRAVEL

The Library does not reimburse for travel to the Library. The contractor’s firm-fixed prices shall include any travel costs associated with the anticipated service work. The contractor shall not price travel costs for service visits within a 50-mile radius of the Library per Federal Travel Regulations.
