About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 10 units of CONTROL, CONVERTER components under NSN 7R-5895-016862329-CB with reference number D3647130-1, delivered FOB origin. This acquisition requires engineering source approval by the design control activity due to the flight-critical nature of the item and the need to maintain quality standards through qualified sources that retain essential data rights and manufacturing knowledge not economically available to the Government. Only previously approved sources have been solicited for this requirement, and any new sources must undergo a qualification process that typically cannot be completed in time for contract award. The solicitation is posted on July 23, 2025, with a due date of September 8, 2025, and potential offerors who are not approved sources must submit detailed information per NAVSUP Weapon Systems Support Source Approval Information Brochures along with their proposals.

The opportunity indicates conflicting set-aside information, referencing both "No Set-Aside Used" and provisions for 100% small business set-aside under FAR clause 52.219-6, as well as partial small business set-aside under FAR clause 52.219-7, with various potential designations including HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or Historically Black College and University set-asides. The Government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and submit proposals within 45 days of publication (30 days under existing Basic Ordering Agreement). The procurement involves 10 units of the converter control components with delivery FOB origin, and the solicitation notes that no drawings are available for this acquisition. The timeline allows for responses through early September 2025, with the Government retaining discretion over whether to proceed competitively based on received responses.
