About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) is soliciting proposals for Contractor Operated Primary Training - Rotary (COPT-R), a primary flight training program for designated Rotary-Wing Naval Flight Students from Training Air Wing FIVE. The contractor must provide helicopter pilot training that meets Federal Aviation Administration Private Pilot requirements under 14 CFR Part 61.102 through 61.120, with limited exceptions allowing for one solo flight experience and eliminating solo cross-country time requirements. Training will be conducted in classes not exceeding 8 students and must comply with the contractor's 14 CFR Part 141 and/or Part 142 certification. Level 2 Questions and Answers were due by 5:00 PM EST on November 5, 2025, and a Request for Proposal Amendment 001 was released on November 7, 2025, incorporating government responses to L-1 QA submissions, an updated Performance Work Statement, and various administrative corrections. The proposal due date is November 19, 2025.
This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small business contractors. The place of performance is located at 1510 Chenault Avenue, Fort Worth, Texas 76127. The contract falls under NAICS code 611512 (Flight Training) and PSC code U099 (Education/Training - Other). While specific award values or contract duration are not detailed in this solicitation notice, the indefinite quantity contract structure outlined in FAR clause 52.216-22 suggests the government anticipates variable requirements over the contract period. Prospective contractors must possess appropriate Federal Aviation Administration certifications and demonstrated capability to deliver military-standard flight training to naval students.
