Description:



This is not a solicitation announcement and there is no Request for Proposal (RFP) documents to download.

This synopsis is a market research tool being utilized to determine the availability of qualified Small Business sources prior to issuing an RFP. The Government is seeking qualified 8(a) business sources relative to NAICS classification 561320 Temporary Help Services. The applicable size standard is $27.5 million average annual gross receipts. Responses to this sources sought synopsis will be used as a part of the Government’s overall market research efforts to make appropriate acquisition decisions and set-aside determination (if applicable).

After completion of market research analysis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities website (FBO) and the Navy Electronic Commerce Online website (NECO).

Responses to this sources sought are not an adequate response to the solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

The general scope of the requirement is a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Contractor Labor Support Services to the Government. NAVFAC SW has the responsibility to obtain temporary professional and “blue collar” labor support services.

The professional and “blue collar” services must be provided on site at the required duty station including at NAVFAC SW and at Installations within NAVFAC SW area of responsibility.



The Contractor shall provide professional resources to furnish technical support for facilities and utilities infrastructure design and Construction, Environmental, Public Works, Human Resources and Real Estate requirements. Specific duties include, but are not limited to, inspections, business analytics, and development of planning documentation, project scopes, schedules, budgets, technical analyses, status reports, and briefs. Additionally, the contractor shall provide journeymen trades personnel in support of Public Works Shops requirements; including day to day maintenance, repair and modernization activities associated facilities and utilities infrastructure, SCADA and Building automation systems for HVAC, security and fire alarm networks, dynamic equipment maintenance and repair, crane and rigging weight handling activities and motor vehicle operators up to and including requirements for CDL licensure in the state of CA.

Actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written task orders to the Contractor. The contractor shall support the policies, procedures, regulations and interests of NAVFAC SW in meetings with stakeholders, including, but not limited to, NAVFAC SW team members, clients, base representatives, contractors, and regulators. The contractor shall provide information and database management support, including but limited to, data entry, data mining, data queries, data collection, briefs, charts, graphs, reports, programming, and database architecture development. The contractor shall provide support services as described in the Scope of Work (SOW) and shall provide timely deliverables as coordinated with the work site Workload Manager.

Award of all task orders will be on a firm fixed-price basis. Travel will be required.



The current contract has a Task Order range of $2,500 to $5,000,000. To date 38 Task Orders have been issued.



Submission Requirements:

Submission must be made no later than 1 December 2015. Submit a cover page including the firm’s name, address, e-mail and phone number. Each firm is limited to a two page narrative. This is either two single-sided pages or one double-sided page. Submission must be made electronically to Jennifer Reece at jennifer.reece@navy.mil, and a single hard copy delivered to: Naval Facilities Engineering Command – Southwest, Attn: Jennifer Reece, 1220 Pacific Highway Building 127, San Diego, 92132.



Experience:



Personnel Support Services Experience: Submit up to a maximum of five (5) and a minimum of two (2) temporary labor support services contracts awarded to and successfully managed by your firm within the past five (5) years.

The contracts submitted must meet the following requirements:



• The contract must have been awarded to the contractor as the prime contractor.

• The total contract value for each contract submitted as experience shall have a minimum total value of $4,000,000.

• At least one (1) contract must demonstrate experience such as inspections, business analytics, and development of planning documentation, project scopes, schedules, budgets, technical analyses, status reports, and briefs. Alternatively, the contractor can demonstrate experience in journeymen trades personnel in support of Public Works Shops requirements; including day to day maintenance, repair and modernization activities associated facilities and utilities infrastructure, SCADA and Building automation systems for HVAC, security and fire alarm networks, dynamic equipment maintenance and repair, crane and rigging weight handling activities and motor vehicle operators up to and including requirements for CDL licensure in the state of CA.





No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation as this announcement constitutes only one aspect of the Government’s market research efforts. However, NAVFAC SW will utilize the information for technical and acquisition planning purposes as appropriate. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside of the Government.

Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issues to the participants.
