About this opportunity

The Bureau of Land Management Colorado State Office seeks Class III archaeological inventory services across 967 acres in Montrose and Crawford Counties, Colorado, with quotations due August 31, 2026. This is a total small business set-aside limited to existing Blanket Purchase Agreement holders under the U.S. Forest Service Land Management Integrated Resources (LMIR) BPA; only current BPA holders are eligible to submit. The GovTribe AI summary identifies this as a women-owned small business (WOSB) set-aside, though the primary notice lists it as a total small business set-aside.

Place of performance is the Crawford area in Montrose and Crawford Counties, Colorado, with fieldwork constrained to August 1 through November 30 to minimize impacts on big game, sensitive species, and migratory birds. Period of performance runs from contract award (expected September 2026) through May 15, 2028, with delivery required by May 15, 2028 (FOB Destination). The contract is firm-fixed-price under FAR Part 12 as a non-personnel services procurement. NAICS code is 541620, Environmental Consulting Services; PSC is B510, Special Studies/Analysis–Environmental Assessments.

The total small business set-aside value is $19 million. Contractor travel is required. Service Contract Labor Standards apply (WG Det 2015-5435 Rev 31). Contractor must obtain or hold a BLM-Colorado Cultural Resource Use Permit (CRUP) with qualified personnel and comply with BLM Colorado Handbook guidelines and OAHP Colorado Cultural Resource Survey Manual standards. No security clearances are required. Evaluation criteria emphasize technical experience within three years of similar magnitude and scope, staffing and key personnel qualifications, and work plan approach, weighted equally and more important than price. Past performance will be evaluated via SAM.gov and CPARS.gov. Payment is processed through IPP.gov with 14-day prompt pay including progress payments. Quotations must remain valid for at least 120 days. Questions are due within seven calendar days.
