About this opportunity
The Defense Logistics Agency Land and Maritime is procuring eight (8) Continuous Purge Layup System (CPLS) Condenser Manifolds, portable dry air layup systems designed for CVN-class nuclear aircraft carriers undergoing overhaul at Norfolk Naval Shipyard. The manifolds must meet detailed technical specifications including 3/4" diameter components rated for 150 psi minimum pressure, specific pressure regulators, safety relief valves, pressure gages, and flowmeters, with all piping and components constructed from steel, stainless steel, copper, or copper alloy materials. The contract incorporates numerous FAR and DFARS clauses addressing small business protections, cybersecurity requirements, compliance certifications, and statutory requirements for federal contracting. Evaluation will prioritize technical capability to meet 100 percent of specification requirements, followed by delivery schedule, price, and past performance using the Supplier Performance Risk System (SPRS). The initial offer due date of April 2, 2026 was extended to April 7, 2026 at 4:00 PM local time, with delivery required by May 29, 2026 to Building 276 at Norfolk Naval Shipyard, Portsmouth, Virginia.
This solicitation is set aside exclusively for Women-Owned Small Businesses (WOSB), making this opportunity restricted to qualified small business contractors in that category. Acceptable design substitutions are permitted, including replacement of Kunkle components with Conrader alternatives and transition of Ashcroft Series 1008 transducers to Dixon GC220 and GC23 models, though material sourced from NUFLO, Inc. (Cage Code 3BZG7) or Synergy Flow Systems (Cage Code 4GP29) is prohibited. The solicitation does not disclose an award value or budget range for this firm fixed-price acquisition. Contractors must deliver six manifolds enclosed in Pelican cases or equivalent with access windows, complete with as-built drawings, testing documentation, operations and maintenance manuals, parts lists, and OEM vendor test reports, along with a one-year commercial warranty from delivery and acceptance. The place of performance is Portsmouth, Virginia, with the contracting officer Shawnta Wells available at shawnta.wells@dla.mil or 445-737-5519 for inquiries.
