About this opportunity
The Department of Defense's Washington Headquarters Service (WHS) Acquisition Directorate is conducting market research to identify potential 8(a) small business contractors for Continuous Process Improvement (CPI) and related support services. The procurement will cover integrated CPI, Business Process Reengineering (BPR), and Organizational Efficiencies services to be performed at the Pentagon Reservation and other government facilities in the National Capital Region. Key service requirements include information assurance engineering, technical writing, graphic support, cost estimating, database management, configuration management, scheduling, and contract administration support. Contractors must submit a five-page capability statement via email by January 31, 2025, at 4:00 PM EST to whs.pentagon.ad.mbx.fomb@mail.mil, with Nicole Savoy copied on the communication. Personnel requirements are stringent, with most key positions requiring Master's degrees, relevant certifications, and approximately 20 years of experience, along with a mandatory Secret facility clearance.
The opportunity is specifically set aside for 8(a) small businesses under NAICS code 541611 with a $24.5 million size standard. The anticipated contract structure includes one base year with four one-year option periods and an additional six-month option, suggesting a potential total performance period of five-and-a-half years. The estimated workload encompasses approximately 20 labor categories, with individual position hours ranging from 150 to 7,680 hours. While no specific award value is explicitly stated, the comprehensive scope and multiple labor categories indicate a potentially significant contract value. Key personnel positions include Senior Program Manager, Senior Management Analyst, Subject Matter Expert Consultant, and Business Process Reengineering Business Analyst, each with detailed experience and qualification requirements that will likely factor into contractor selection and evaluation.
