About this opportunity

The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) Multiple Authority Announcement (MAA) is a Special Notice issued by the Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH) and the United States Air Force School of Medicine (USAFSAM). This announcement establishes a comprehensive framework for science and technology research spanning basic research through technology maturation and transition. The CHEERS MAA was originally posted on July 22, 2024, and has been updated multiple times, most recently on April 8, 2026. No proposals are requested under the MAA itself; rather, it serves as an overarching announcement under which individual solicitations will be released. The announcement has generated significant interest and activity, with multiple specialized calls for proposals and ongoing modifications to technical requirements.

The CHEERS MAA enables research progression across multiple acquisition authorities, including Broad Agency Announcements, Other Transactions for Research and Prototype, Procurement for Experimental Purposes, and grants or cooperative agreements. As of April 2026, three primary open solicitations are accepting white papers (FA2384-24-S-2334, FA2384-24-S-2335, and FA2384-24-S-2336), with closing dates extending through September 2027-2028, while specialized topic calls address areas such as biodefense, information mastery in cognitive warfare, and holistic models for decision-making. Eligible participants include small and large businesses, educational and research institutions, non-profit organizations, and non-traditional defense contractors, all subject to security and Science and Technology protection requirements. The research portfolio encompasses over 45 technical areas across aerospace medicine, biotechnology, directed energy bioeffects, human-machine integration, warfighter performance, and expeditionary medicine, with several technical areas currently under moratorium to preserve competitive integrity. Contractors should direct technical questions to points of contact specified in individual solicitations and general inquiries to AFRL.711HPW.MAA@us.af.mil.
