About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure spares for the P8 aircraft through a competitive solicitation for commercial off-the-shelf (COTS) items. This procurement will be awarded using lowest price technically acceptable (LPTA) procedures, with quotes to be submitted via email by 4:30 PM EST on February 18, 2025. The solicitation requires parts from Original Equipment Manufacturers (OEM), aircraft prime contractors, or suppliers with Federal Aviation Administration (FAA)-Certified parts possessing an FAA Authorized Release Certificate. Evaluation will include a non-price factor of past performance, which must be rated as acceptable for the offeror to remain in competition. The government intends to make a single award to the eligible, responsible, and technically acceptable offeror representing the best value.
The solicitation does not have a specific set-aside designation and involves manufacturing within the NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. While specific award values are not detailed, the procurement is for aircraft spare parts under PSC category 1680 for Miscellaneous Aircraft Accessories and Components. The contract allows for early and incremental deliveries, and all contractual documents will be considered "issued" when deposited in mail, transmitted by facsimile, or sent through electronic commerce methods like email. The requirement is specifically for FAA-Certified parts with an Airworthy Approval Tag, indicating strict quality and certification standards for the procured components. Potential offerors must carefully follow the submission guidelines outlined in Section L of the solicitation to be considered for award.
