The project involves comprehensive HVAC system replacement including pre-construction activities, equipment procurement, demolition and removal of existing equipment, installation of new Variable Refrigerant Flow (VRF) inverter heat pump systems, and testing and commissioning. The work encompasses three separate locations within the embassy compound: the SCAC Building Loading Dock Room, UTL Building Switch Gear Room, and UTL Building Pump Room, each requiring outdoor and indoor units with specific technical specifications including minimum 22kW/25kW heating and cooling capacities. The government intends to award based on lowest price to a responsible offeror using a technically acceptable approach, potentially awarding contracts for all three HVAC components or selectively for one or two components at their discretion. This procurement does not utilize any set-aside designation and is open to all qualified contractors. The anticipated contract value ranges between USD 25,000 and USD 100,000, with the winning contractor required to begin work within 7 calendar days of contract award and complete the entire project within 75 working days. The Bill of Quantity includes additional line items for mobilization, documentation handover, and demobilization, with a 17% VAT applied to the total cost. Performance will take place at the U.S. Embassy compound located at Roberta C. Frasurea 1, 71000 Sarajevo, Bosnia and Herzegovina. Contractors must ensure the new HVAC systems can operate in temperature ranges from -15°C to +40°C and maintain room temperatures of 23±1°C year-round, with all equipment meeting premium quality standards and having local service representation available.
