The Environmental Protection Agency (EPA) is conducting market research to identify firms capable of providing construction services for the replacement of a networked fire alarm and voice activation evacuation system at its Robert S. Kerr Environmental Research Center campus in Narragansett, Rhode Island. The contract will involve a fixed-rate or firm-fixed-price arrangement with a 10-month period of performance, tentatively beginning on September 1, 2024. The EPA is seeking firms that can demonstrate the necessary personnel and services to support the efforts outlined in the draft Statement of Work, which will be provided to the awarded vendor. Interested parties must submit capability statements that address their ability to meet the requirements by July 24, 2024.

This requirement has been set aside for small businesses. The applicable NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. The estimated price range for the contract is between $1,000,000 and $5,000,000. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel.

THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED.

The Environmental Protection Agency (EPA) is performing market research to identify the capabilities of firms for an anticipated requirement for construction services for the replacement of a networked fire alarm and voice activation evacuation system for all buildings at the campus, at its Robert S. Kerr Environmental Research Center (ORD) U.S. EPA Atlantic Coastal Environmental Sciences Division (ACESD) campus in Narragansett, RI located at Address: 27 Tarzwell Dr, Narragansett, RI 02882. The construction project will be completed in one phase. See attached DRAFT Statement of Work (SOW) for additional requirement details.

To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support the efforts delineated by the draft SOW. Specific services required will be identified in contract issued by the Contracting Officer.

A draft PWS is attached. The design will not be attached, for security purposes, but will be provided to the awarded vendor. An acquisition strategy has not been finalized. The contract is anticipated to be fixed rate/ firm fixed price. The anticipated contract will have a ten (10) month period of performance, with a target effective date of (09/01/2024). The applicable NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million.

IAW FAR 36.204, Disclosure of the magnitude of construction projects, the estimated price is between $1,000,000 and $5,000,000.

Required disciplines may vary by project. The Contractor shall become knowledgeable about EPA’s facilities through existing documentation and, where necessary, through site visits and interviews with EPA staff. The Contractor will perform all requirements in accordance with the project’s Statement of Work. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts.

Interested parties who possess the capability of providing the services described in the draft SOW posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft SOW, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis.

In the capability statements information should include: Size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, if the contractor has a GSA Schedule contract (indicate if this requirement would fall under that contract) and GSA Contract number, point of contact, telephone number, email and interest in proposing on the solicitation when issued.

The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement.
