About this opportunity
The U.S. Army Corps of Engineers, Chicago District, originally sought laboratories validated by the Material Testing Center (USACE-MTC) to perform field sampling, field testing, and laboratory analysis of construction materials through solicitation W912P625QA021. The procurement utilized combined synopsis solicitation procedures under FAR 12 and FAR 13.5, with the government intending to establish multiple five-year Blanket Purchase Agreements for testing services. Entities were required to be registered in Sam.gov and the Procurement Integrity Enterprise Environment (PIEE) to submit quotes. The original proposal due date was September 21, 2025 at 11:00 AM CDT, with inquiries accepted until September 12, 2025. However, the solicitation has been cancelled in its entirety as of October 8, 2025, with the government exercising its right under FAR Part 12 to reject all offers due to changed requirements, and plans to re-compete the acquisition with expanded specifications.
This opportunity was designated as a total small business set-aside with a size standard of $19 million, indicating the maximum annual revenue threshold for eligible small businesses. The government planned to award multiple contracts rather than a single agreement, suggesting substantial procurement value distributed across several contractors. The services were to be performed across a three-state region including Illinois, Indiana, and Wisconsin, covering the Chicago District's area of operations. The original five-year term structure indicated a long-term commitment to construction quality assurance testing services. Following the cancellation, contractors interested in the re-competed version should monitor for the new solicitation with expanded requirements, with Jim Parizek serving as the point of contact at 312-846-5585 for questions regarding the cancellation.
