About this opportunity

The Department of the Air Force Pacific Air Forces is seeking to procure Construction Projects Escorts services to monitor local nationals working on upcoming construction projects at Misawa Air Base, Japan. All escorts must be U.S. Citizens holding a TIER 1 Investigation Clearance and must comply with Counterintelligence and Insider Threat Program requirements. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with equal weighting given to Technical Capability and Past Performance, followed by Price consideration. Offerors must demonstrate a management and staffing plan meeting Performance Work Statement requirements and provide past performance documentation on similar escort services contracts valued at $1,000,000 or more performed within the past ten years. The question submission deadline is April 9, 2026, with proposal submissions due April 30, 2026, at 08:00 AM. The Government is accepting comments and suggestions on the attached documents through March 20, 2026, with an updated posting to follow thereafter.

This is an unrestricted procurement with no set-aside designation. The contract is structured as a definite-quantity, indefinite-delivery contract with a base year from June 1, 2026, through May 31, 2027, followed by four one-year option periods and a final six-month extension through November 30, 2031. Escort requirements vary significantly across the performance period, with projections ranging from 2 escorts in FY31 to 24 escorts in FY27, along with vehicle support requirements ranging from 2 to 12 vehicles monthly depending on the fiscal year. The pricing template indicates substantial hourly labor costs for both standard escorts (2,800 hours per person annually) and lead escorts, supplemented by monthly vehicle rental and operation costs across the six-year contract period. Peak staffing requirements are projected at 31 escorts in Q1 FY2029, with workload tapering significantly after Q2 FY2030, reflecting the estimated 23 construction projects scheduled across the contract period.
