About this opportunity
The Department of the Army Corps of Engineers Engineering District Norfolk is seeking construction services for a new dormitory facility at Joint Base Langley-Eustis in Hampton, Virginia. The project requires the construction of a permanent, multi-story dormitory designed to house 144 enlisted personnel with 12 accessible rooms and comprehensive supporting infrastructure. Key requirements include compliance with Department of Defense Unified Facilities Criteria 1-200-01 for general building requirements and Unified Facilities Criteria 4-010-01 for anti-terrorism and force protection standards, as well as adherence to applicable seismic and wind-resistant design codes. The facility must incorporate reinforced concrete foundations, structural steel framing, brick facade exterior walls, and utility systems with connections to existing installation infrastructure. The Pre-Solicitation Notice was posted on March 6, 2026, with questions due by March 21, 2026, indicating an expedited timeline for interested contractors to submit inquiries before the formal solicitation is released.
The contract carries no set-aside designations and will be subject to Project Labor Agreement requirements. The scope of work encompasses extensive site preparation including remediation of petroleum-contaminated soil within the building footprint, installation of new utilities and communications infrastructure with outside plant long-run systems, site improvements, pavements, security enhancements, area lighting, and removal of existing utilities. While specific award values and budget ranges are not disclosed in the Pre-Solicitation Notice, the comprehensive nature of the project involving site remediation, utility infrastructure, and permanent construction suggests a significant federal contract opportunity. The project is classified under NAICS 236220 (Commercial and Institutional Building Construction) and PSC Y1FC (Construction of Troop Housing Facilities), positioning it as a major military construction initiative requiring substantial contractor capabilities and resources.
