About this opportunity

NASA's Information Technology Procurement Office (ITPO) is soliciting capability statements from interested parties to provide a Construction Management Enterprise Tool (CoMET), a commercial-off-the-shelf (COTS) cloud-based software solution for enterprise-level capital project and program management. The agency seeks comprehensive system administration and technical support services to configure, implement, and administer this software-as-a-service (SaaS) solution across all NASA centers. Key requirements include integration with multiple NASA systems (RPMS, SAP, IRIS, REAMS, Maximo, GIS, TRIRIGA, and KSC EWRS), FedRAMP Moderate authorization, Section 508 accessibility compliance, multi-factor authentication with SAML 2.0 and PIV Card support, and role-based access controls. The government will evaluate responses to determine the appropriate level of competition and may consider set-asides for small businesses, 8(a) firms, women-owned businesses, service-disabled veteran-owned businesses, economically disadvantaged women-owned small businesses, or HUBZone businesses based on capability statements received. The deadline for submission of capability statements is February 3, 2026.

This pre-solicitation notice contains no set-aside designation currently in place, though the government reserves the right to implement one based on responses. No incumbent contractor is identified in the notice. The contract involves substantial technical deliverables, including configuration and implementation to be completed within 270 calendar days of Notice to Proceed, with a base performance period of 12 months followed by up to four optional 12-month renewal periods. The solution must support 50 administrator licenses and 450 user licenses and integrate with NASA's capital project lifecycle processes aligned with specific NASA forms and regulations (NPR 8820.2). All data and project intellectual property will remain government-owned, and work shall be performed off-site without requiring access to NASA facilities.
