Draft Performance Work Statement (PWS)

DRAFT

NASA Construction Management Enterprise Tool Performance Work Statement

1. BACKGROUND

The National Aeronautics and Space Administration (NASA) Office of Strategic Infrastructure (OSI) assures that the appropriate infrastructure/systems are available to meet NASA’s mission requirements. To this end, the Facilities and Real Estate Division (FRED) and the Design, Construction, and Demolition (DCD) Branch lead NASA’s program to fund, plan, design, construct, operate and maintain a highly complex and aging portfolio.

Currently, each of NASA’s Centers and Center Facilities manage capital projects through differing software and solutions that integrate differently at the Center-level and do not integrate at the Agency level. To ensure capital project delivery, improve oversight and reporting capabilities, and to mitigate risk, NASA requires a Commercial Off the Shelf (COTS) enterprise-level construction project management solution that is Owner/Project Manager centered and aligns with industry standards for capi al program and project management.

2. OBJECTIVE

NASA OSI seeks to acquire a commercial-off-the-s lf (COTS) solution for capital program and project management; along with the y tem admin tration and technical support services to provide, configure, implement, and administer the configured COTS solution. The configured COTS solution shall be known s NASA s Construction Management Enterprise Tool (CoMET). All references in thi scope f work to CoMET shall refer to the contractor-provided and contractor-configured COTS sol tion. The scope of work included within this Performance Work Statemen (PWS) in des the configuration, integration, and administration of the new softw e-as-a-service (i.e., cloud-based) enterprise-wide solution that includes hosting licensi g, co figuration, data architecture, integration, testing, training, maintenance/supp rt services, nd system administration.

NASA’s objectives wi h the a quisition of CoMET is to implement a configured COTS solution that will:

The data sets include contractor submittals, Requests For Information (RFIs), change orders, drawings, construction specifications, cost estimates, schedules, submittal registers, daily reports, issue logs, and all other required documentation to track and manage capital projects from initiation of planning through facility activation and turnover.

(2) Enable seamless collaboration, integration, accountability, reporting, and information access at NASA Centers and Facilities across NASA and outside NASA.

(3) Perform the following specific capabilities for each capital program and project:

• Planning Management

• Document Management

• Schedule Management

• Cost Management

• Budget Management

• Workflow/Approval Management

• Reporting and Data Analysis with Dashboard capabilities.

(4) Enable information to be stored, viewed, analyzed, reproduced, and updated with a minimal amount of effort and no duplication of effort through a Graphical User Interface (GUI). Provide an intuitive, effective, easy to learn, and responsive end user experience to improve project team member productivity in the delivery of construction projects across the Agency. Dispositioning of actions shall be easy to set-up and easy to use.

(5) Implement an enterprise-wide system of record and system of reporting allowing rapid, real-time data reporting at the user, Center, and Agency level. Ensure Agency level capability for management to view, search, query, and run reports on all data entered across the Agency.

(6) Provide the capability to ensure data has acc ss control cap bilities to limit accessibility based on user role, Center assignment, or Program/Project assignment.

Allow authorized agency level management to acc s data for roll-up reporting and analysis.

(7) Ensure consistent and compliant handling f planning, design, and construction contract documentation, improve risk analysis and risk mitigation though accurate and real-time access to project data.
