The 176th Air Wing of the Alaska Army National Guard intends to issue a solicitation on or about July 30, 2021 to award a firm fixed-price contract to construct an ISO canopy and replace a backflow preventer at Joint Base Elmendorf-Richardson in Alaska. The solicitation will require construction of a 70' x 50' x 15' metal canopy near Hangar 18, and provide an optional bid item to remove and replace an existing 10" backflow preventer and fire water supply lines. Interested parties must attend an organized pre-proposal conference and site visit scheduled for August 2, 2021, and proposals will be evaluated based on price.
This procurement has been set aside for total small businesses with a size standard of $39.5M average annual revenue. The NAICS code is 236220 for commercial and institutional building construction. Firms must be registered in the System for Award Management and have a CAGE code, with award value estimated between $100,000-$250,000. The base bid construction duration is 120 days after notice to proceed, with 150 days allotted if the optional backflow replacement item is exercised. The 176th Air Wing, Alaska Air National Guard, JBER, AK, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract to construct a canopy near Hangar 18, Alaska Air National Guard, JBER, AK.
BASE BID: Construct a 70’ long x 50’ wide x 15 ‘tall metal canopy near Hangar 18
OPTIONAL BID ITEM: Remove/replace existing vertically oriented 10 inch diameter backflow preventer and corresponding fire water supply lines in pump room directly adjacent to east bay of Hangar 18
The magnitude of the project (including options) is between $100,000 and $250,000.
A bid bond in the amount of 20% of the offer is required.
The total Construction duration is anticipated to be 120 days after notice to proceed for the base bid, and 150 days after notice to proceed for the optional bid item (if exercised).
The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. This will be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
The tentative date for issuing the solicitation is on or about 30 July 2021, and the actual date/time of closing will be identified in the solicitation. An organized pre-proposal conference and site visit is scheduled for 2 August 2021 starting at 0800 at 7252 Gibson Ave on JBER. At 0800, 176CES personnel and interested parties will convoy from the 176CES parking lot at 7252 Gibson Ave to bldg. 17441 to begin the first of four site visits for that day:
0800-0850: Bldg. 17441 Repair O&T Offices and Storage (21B0004)
0900-0930: Hangar 18 Construct ISO Canopy (21B0002)
0940-1010: Bldg. 17456 ADAL Services Storage Bldg. (21B0003)
1020-1050: Hangar 11 Repair Backup Power (21B0001)
