PLANNING/CONSTRUCTION SERVICES

STATEMENT OF WORK

Canopy & Backflow Preventer, Hangar 18 (Building 17470)

1. GENERAL

1. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.

2. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.

3. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting

Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency

Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense, Headquarters Air Force, and/or local policy. Should the Force Protection Condition

(FPCON) change, the Government may require changes in contractor security matters or processes.

4. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center

Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB)

(AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5. Contractor Manpower Reporting Application (CMRA):

a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.

b. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.

6. Work shall comply with local, state, and federal codes and applicable ANG

Engineering Technical Letters (ETLs).

7. Materials incorporated into the work shall be new.

8. The contractor is responsible for all applicable permitting (e.g. dig permits).

9. Contractor shall provide shop drawings for all work. The Government will provide, upon request (if available), existing drawings. The Contractor shall treat these existing drawings as “For Official Use Only (FOUO)” and shall either destroy them or return them to the Government once finished. The Contractor shall examine all field conditions and take field measurements to verify all conditions prior to preparing their shop drawings.

2. CONTRACT PROCEDURES

1. This contract shall be awarded on a firm fixed price basis.

2. The government will perform a site visit to show the areas where work is to be completed and answer questions.

3. The contractor will be given access to all paper copies of as-built drawings, stored in

Building 7252, pertaining to project areas.

4. The contractor shall clean up all construction debris and remove all unused materials.

5. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.

3. PROJECT OBJECTIVE

Base Bid Item

1. Construct Canopy: Construct a 70’ long x 50’ wide x 15 ‘tall metal canopy on west side of aircraft apron on southeast corner of Building 17470 (Hangar 18) as is shown in attached drawing of the area. Materials, design, and color of this new canopy shall closely simulate the existing canopy on the northwest corner of Building 17455, except that the top of footings shall only extend about 6 inches above the ground at highest point and north, south and west facing sides of new canopy shall be partially clad in corrugated steel up to six foot high oriented in an upright pattern. This siding will be supported by a steel support system that is securely attached to the canopy columns and designed to be strong enough to withstand Municipality of Anchorage wind load planning criteria. The 15’ tall measurement shall be on the east facing side entrance clearance from top of asphalt to bottom of lowest steel beam and the roof slope should be similar to unit which is being simulated. The entire area under the canopy will paved to be level with and extend to be flush against aircraft apron pavement. As a minimum, newly paved area will be 2.5 inches of asphalt on top of 4 inches of compacted base course per industry standards and additional clean properly graded fill may need to be brought in and compacted to bring the sloped area on the west side of the canopy to the level of area to be paved. The red line painted on the surface of west edge of apron will be blackened out the length of the canopy and extended to the corners of the canopy to incorporate it into this controlled flight line access zone.

Optional Bid Item

2. Repair Backflow Preventer: Remove/replace existing vertically oriented 10 inch diameter backflow preventer and corresponding fire water supply lines in pump room directly adjacent to east bay of Hangar 18 with unit installed according to manufacturer’s instructions/specifications and ASSE horizontally oriented accepted practice/certification. Contractor will be responsible for providing shop drawing, certified by properly licensed engineer(s), showing how they will reconfigure piping to install properly sized backflow preventer in a horizontal orientation. Attached is drawing showing current piping and backflow preventer configuration and item numbered as keynote 22 inside hexagon symbol shows unit is currently installed vertically. Contractor will provide detailed schedule outlining and minimizing disruption of service and will provide a minimum of three weeks notification of any outages of the system before work can be performed.

4. PERIOD OF PERFORMANCE (POP)

1. The POP shall be 120 days from date of the notice to proceed is issued for base bid item.

2. The POP shall be 150 days from date the notice to proceed is issued for optional bid item.
