General Information:
Bid Bond for this project is required to be 20%
The following non-technical questions have been asked:
1. Are teaming agreements acceptable?
ANSWER: Yes, but it must be clear that the Small Business is the prominent partner. Any protests filed over business size will be settled by the SBA.
2. Should or can teaming agreements be approved prior to bid by you or your staff? If so do you have an acceptable format?
ANSWER: We do not have not a standard format. See #1 above.
3. The prime contractor being a small business is likely to team with a larger contractor. May the larger contractor provide guarantees to the surety to facilitate bonding for the small business (prime contractor)? The bond would be issued in the name of the small business (prime contractor).
ANSWER: As you have stated the bonds and insurances must be in the Small Business name. Any other arrangements are strictly between the Surety and the Contractor.
4. Are the bonds for the awarded contractor to be 100% bonds or will a lesser amount be accepted?
ANSWER: Bid bond must be 20%, payment and construction bonds must be 100%.
5. The small business is required to perform 15% of the total contract value, but can apply for a lesser amount after the bid if the contracting officer feels it is to the benefit of the government to do so. The composition of the 15% can that be any combination of Labor, Material, Equipment, Overhead, and Profit?
ANSWER: The Government will not entertain anything less than 15% for these projects.
6. It is understood that the Government is seeking the most competitive, responsible bid(s) for these projects. It is further understood that by combining bid options and multiple projects, the Government should recognize the best combined costs from Contractors, Subcontractors and Vendors, in theory, the more work bid on as a package the more competitive the price will be based on the overall volume of work. In the spirit of this approach, we want to provide our most competitive bid. We are wondering if in our bid(s) we can bundle some of our General Conditions costs.
ANSWER: The Government cannot tell you how to put your proposals together. We can state that the solicitations and bidding combinations were put together in recognition of the economies offered by multiple contracts that you stated in your question.

SOLICITATION NOTICE FOR CONSTRUCTION SERVICES. Services are required for the construction of a Combined Support Maintenance Shop (CSMS) to be located at the Defense Supply Center Columbus (DSCC) located on East Broad Street in Columbus, Ohio that is a specially designed facility of permanent concrete masonry unit type construction with standing seam roof, concrete floors and energy efficient mechanical and electrical equipment with emergency power generator back up. This is a facility that provides vehicle and equipment maintenance for the Ohio Army National Guard with 98,119 sq. ft. total, excluding 514 sq. ft. programmed for the Controlled Waste Handling Facility in a detached hazmat container. Project includes mobilization, site work, construction, site restoration, systems testing and training, and demobilization and commissioning. Site work generally consists of POV and customer parking, access aprons, loading dock/ramp access, drives, general storm water control/detention, utilities, sidewalks, and other miscellaneous site features as appropriate to this type of facility. Energy management control systems, high efficiency motors, lighting, and HVAC systems will be incorporated throughout the facilities. Technical questions should be directed to Elaine Farabee at 614-336-7430. Total estimate for this project is between $25,000,000 and $100,000,000. This procurement is a total small business set-aside. The Standard Industrial Classification (SIC) Code is 1542. The applicable small business size standard including affiliates is no more than $31.0 Million average annual revenue for the previous three years. Plans and specifications will be available for inspection without charge at 2811 W Dublin-Granville Rd, Columbus, Ohio in the Purchasing and Contracting Office or by contacting David Gilliam at 614-336-7414. To receive IFB package: W91364-09-B-0002 through the FEDTEDS Website after 4 March 2009. Solicitation packages will be available approximately 4 March 2009, with the bid opening forty-five days later. All responsible sources may submit a bid which shall be considered.
