OHARNG CSMS PHASE II

JACOBS RESPONSES TO BIDDERS QUESTIONS

21 May 2009 Q - Sheet S212, Partial Foundation Plan A3/AS201 shows (2) #13 Column Footing Pads which are not shown on the Footing Schedule, are these to be 13’ x 13’ footing? Please advise on the footing thickness and reinforcing.

A – The thickness of the 13’ x 13’ footing is 1’-6”. The reinforcing is 10-#9 EW bottom and 10-#4 EW top.

Q - Sheet S215 & S218 indicate several Pilaster type “H” which are not indicated on the S401 - Structural Pilaster Details Sheet, only Pilasters A-G are shown. Please advise.

A – The three pilasters on sheet S218 along column line ZX.4 that are designated as type H should be type E. The pilaster on sheet S215 (type H) will be shown in the Addendum.

Q - There is a sheet in the bid documents (following the No Offer Response Sheet) entitled, “NOTICE TO BIDDERS”. Are we to fill this out and return with our proposal?

A – If the business submitting the proposal is a Partnership or a Corporation then the referenced form must be executed as appropriate.

Q - If we have completed the ORCA electronically, is 52.204-8 the only clause that we have to return with our offer? If we do turn in 52.204-8 with our offer, what do we do (if anything) with 252.204.7007 Alternate A which is also included in our bid documents?

A – FAR Clause 52.204-8 applies to contractors who are not CCR registered or whose registration is over 12 months old. DFAR clause 252.204-7007 is applicable if your CCR registration was done within 12 months and the information remains current.

Q - F.A.R.

52.236-7 Permits and Responsibilities indicate that the contractor is responsible for obtaining any permits. Is there a State of Ohio building permit required for these projects? If yes, are we responsible to obtain and pay for that permit?

A – This is a Federal contract being constructed on Federally owned property; no State of Ohio permits are required.

Q - A large number of subcontractors and suppliers have just begun looking at this project. They undoubtedly will have questions through next week. Are we really not allowed to ask any more questions after the 14th?

A – As discussed during the pre-bid meeting the period for questions ended on 14 May. Plans and Specifications have been available since 17 April for review.

Q - Spec Section 051200.1.6 for each of these buildings states that the fabricator and installer must be AISC certified. The RTI building does not require this certification. In the past we have seen this requirement waived under the condition that a testing agency be employed by the company/contractor that is Not AISC Certified. This would ensure the Owner/Architect in receiving a quality product as well as a more competitive bid.

A – Per the AISC web site there are 36 certified fabricators and 12 certified erectors within the state of Ohio. This does not include those located outside Ohio but who do work in Ohio. The requirement remains part of the specification.

Q - Who is responsible to provide builders risk insurance for these projects?

A – The General Contractor selected for this award is responsible for providing all required insurances.

Q - Sheet Q602 Item 2001 Mobile Isle Storage System is shown to be provided / installed by the contractor, but the schedule does not indicate whether this item is new or existing. Please clarify if this item is new or existing.

A - This item is new. That is standard meaning for “provide” unless otherwise noted. Addendum will include revision to Equipment Schedule Q-602.

Q - There is no boom span given for the 3.5 & 5 Ton Jib Cranes. Please Clarify.

A – Beam for 5-ton crane – 3H5 – should be 12 ft long. Beam for 3-1/2 ton crane – 3H6 – should be 15 ft long. Addendum will include revision to Equipment Schedule Q-603.

Q - The Civil Site Plans C200-C203 do not give any edge of pavement details nor do they indicate locations of any curb work. Please give details on the edge of pavement, and if any curb work is needed, please indicate location.

A – There is no curbing on the CSMS site. Detail A4 has been added to Sheet C600 to clarify the edge of pavement.

Q - What is the 20’ wide dark gray shading representing on sheet C201 along side the concrete paving?

A – It is as noted on the plan. It is aggregate.

Q - Specification 018113 for the CSMS describes sustainable design requirements. These requirements are consistent with requirements for LEED certification through the USGBC. Are these buildings going for LEED certification, and if so, what is the goal number of points?

A - Formal LEED certification is not required; however, the Contractor is required to provide the Owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Currently 34 credits are being targeted. (RR) Q - As related to the question above, if this project is going for LEED certification will this building be a separate submission or will the all be submitted as one project with the other projects bidding (USPFO and RTI)?

A - Formal LEED certification is not required; however, the Contractor is required to provide the owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Each building will require separate documentation.

Q - As related to the question above, if the project is going for LEED certification will the contractor be responsible for the actual submission to the USGBC or will the owner have this responsibility?

A - Formal LEED certification is not required; however, the Contractor is required to provide the Owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Each project shall have a LEED coordinator provided by the A/E for verification of Contractor efforts but the Contractor is responsible for construction related documentation and actions pertaining to meeting the requirements.

Q - Section 3.2 D in the Sustainable Design Requirements (specification 018113 for the CSMS) discusses that the measurement and verification is to happen at least 1 year after occupancy. The contract will be closed out by then. We assume that this scope of work will be by the owner and not part of this contract, please confirm.

A - The contract will not be closed out until all contract requirements have been met. Measurements and verifications required after occupancy remain within the scope of the contract and will be performed by the contractor.

Q - Section 3.3 B (specification 018113 for the CSMS) discusses air quality testing if the government’s occupancy requirements preclude a two week building flush out. There is a cost implication to this decision. Is there a way that the government can make this decision now for bidding purposes?

A - No, the government cannot determine if the 2 week flush out period will be precluded at this time.

Q - All of the metal stud partitions types on A804 clearly show a 12ga and 20ga double slip track condition at the head of walls. However, 2.3 B in section 092216 of the specifications lists three different types of head of wall conditions. Are all three of these acceptable, or is only the double slip track condition (at the gauges shown) on A804 acceptable?

A - The architect’s preferred method is indicated on A804. However, all three methods called out in the specification are acceptable.

Q - If the single long-leg runner system is acceptable (2.3 B 1. in 092216) in the question above, what gauge is required? (20ga., 12ga., sized to stud thickness?)

A - 12 gage.

Q - Per detail C1/A807, are CSJ sized studs really required for all 20ga interior partitions?

A - Yes.

Q - The Room Finish Schedule and Legend on A801 both list APC1, APC2, and ACP3, however 095113 2.2 A in the specifications mentions just one basis of design. Should we use just the tile mentioned in the specification or will APC2 and ACP3 be identified via addenda?

A - APC-1 and APC-2 are the same ceiling panel but in different sizes.

Q - Specification 095113 1.3 C. calls seismic category D. Other areas call for seismic category C. What seismic category are the acoustical panel ceilings?

A - Specification Section 095113.l.3.C incorrectly lists the seismic category as “D”. The correct seismic category is “C” as indicated on the reflected ceiling plans and the ceiling details.

Q - Specification 072100 3.4 A. calls for 4’ of insulation on each side of partitions over suspended ceilings; however the interior partitions walls go full height in these areas. Is this insulation required?

A - This insulation is required in Room 4606 – Control Room.

Q - Can the AISC-Certified Plant, Category STD fabrication shop be waived per section 051200, paragraph 1.6.A?

A - Per the AISC web site there are 36 certified fabricators and 12 certified erectors within the state of Ohio. This does not include those located outside Ohio but who do work in Ohio. The requirement remains part of the specification.

Q - The sanitary sewer extension that ties into the existing sanitary on sheet P312 is shown on the plumbing plans and not on the civil plans. Similarly, there are sanitary laterals shown on sheet P314 that are shown on civil drawing C400. Should the sanitary sewer work that appears on sheet P312 also be shown on C400? There is confusion in the subcontractor world regarding who has the responsibility for sanitary sewers outside of 5’ beyond the building line. Can you clarify?

A - Detailed plumbing is shown on the plumbing plans and shown on the civil plans for reference and coordination purposes only. Civil will include any plumbing work currently not shown on the civil drawings. Plumbing work usually terminates at 5’ outside of the building. However, it is the General Contractor’s responsibility to assign work.

Q - This is a question re- reinforcing on this project. Drawing C201 shows proposed concrete paving under section B4/C201. Does this paving get welded wire mesh?

A - Welded wire mesh will be required in the concrete pavement as per the details on Sheet C600.

Q - On page P310; at column line 11, drawings show continuation to P313. This drawing does not exist, nor is it listed on the list of drawings on G001. Please issue.

Q - In the Solicitation, Offer, and Award Package, on page 40 of 101: Who provides builder’s risk insurance?

A – All required insurances are to be provided by the Contractor.

Q - In section 010000, on page 13, paragraph 1.29.A: Is water service available near the site? May the contractor use water from the existing building?

A – Limited quantities may be used but the General Contractor should not count on using the existing buildings water supply for construction activities for the new project. The GC should plan on providing water required for construction.

Q - In section 010000, on page 13, paragraph 1.31.A: Permits are by the contractor. What jurisdiction will be issuing the permits and making inspections? Has an application for the building permit been made yet? If so, what is the tracking number or how is it identified?

A – This is a Federal contract being constructed on Federally owned property; no City or State of Ohio building permits are required.

Q - In relation to permits, are there any capacity charges, frontage fees, tap fees, meter fees, and/or inspection charges from the jurisdiction or city? If so, who is responsible to pay for these charges?

A – The General Contractor is responsible for all fees, permits, etc. as they apply to the project.

Q - In section 010000, on page 17, paragraph 1.43: Regarding security regulations, will badging be required? Will background checks be required? If so, who pays for this service? What level background check will be required?

A – DSCC Security will be the governing entity for entry to the project site. Typically the General Contractor will be required to submit a list of all personnel from his firm and his subcontractors through the Contracting Officer to DSCC security for temporary construction passes. This may change at the discretion of DSCC Security. If background checks are required it will be the General Contractor’s cost.

Q - Will the owner furnish any contract documents to the successful bidder? In other words, will the owner furnish drawings and specs to the successful contractor and if so, how many sets?

A – The Government will furnish one complete set of Specifications and Construction drawings.

A – The attachment of the angles to the supporting members is the same as shown in C4/S003.

Q - Please explain the process of entering and exiting the base for construction personal and also delivery vehicles.

A – A gate designated for construction personnel and deliveries will be used. The General Contractor will have to submit a list of all personnel from his firm and subcontractors through the Contracting Officer to DSCC security for temporary construction passes. Deliveries typically have to be escorted by General Contractor personnel to the construction site. This process is subject to change by DSCC Security.

Q - On page 25 of 100 of the solicitation for the CSMS Phase 2, under FAR 52.217-7, it is stated that the Contracting Officer may exercise "options" up to 365 days after award of the contract. Does this option award period pertain to the CLIN schedule "options" of adding construction of entire buildings (such as the USPFO Warehouse) to the base bid of constructing the CSMS Phase 2?

It would be very difficult for a general contractor to get subcontractors to hold their pricing for all the work in an entire building for a year as an "option" to the base bid - unless their prices were drastically escalated (an thus uncompetitive). At the same time, awarding of an "option" building at 365 days after initial project award would take a year off the 630-day project schedule - leaving less than nine months to construct the "option" building.

Please clarify the Guard's position on the award period for "options" as it would pertain to the award of additional entire buildings.

A – This language only pertains to the options for a particular project (building); for example, concrete paving for a parking area versus a gravel parking area. It does not mean the government can award an entire building up to 365 days after the initial award.

Q - In section 111119 page 1 lubrication systems, 1.2 A.3. it says “equipment, piping, and installation by same vendor ". This is unusual as we have been involved with the other National Guard facilities in Ohio and none of them have stated this. With different types of mechanical contractors bidding and involvement, and possibly union contractors involved, the installation requirement would be very difficult to provide. However, “site assistance " could be provided to the installing mechanical contractor to ensure the proper installation of the equipment. I assume that this is the overall goal and is the intent of what is written. Please confirm this interpretation.

A – Intent of this requirement is to assure proper installation of the piping for use with petro-chemical products. Past experience shows that this does not always occur if piping contractor is not experienced in this type of installation. We believe that the requirement as stated is not unreasonable.

Q - Will a “Pre-Engineered” structure be allowed or considered for this project [CSMS], in lieu of the “Stick” building construction as drawn & specified?

A – No.

Q - The Proposal for this project, repeats itself for pricing Items – 15 times, is this necessary?

A – At this point in the process it is.

Q - The documents have us starting on June 1, 2009 [not possible] – this based on the fixed days issued for contract & the fixed end date – please clarify.

A – Contract completion dates and starting dates will be calculated at the time of award and based on Period-of-Performance (days) stated in the solicitations.

Q - The Projects’ Proposals’ – total 63 Items for all 3 projects, plus we have to provide a copy, bringing our total number of Line Items to 126 ea. Is it possible to have the Bid Due Times adjusted/staggered? On bid day the Major trades {Mechanical/Plumbing/Electrical – etc.] will be holding their pricing to the last possible minute. Staggering or adjusting the Due Times will only help with better & more accurate pricing for the Owner & Project.

A – All three proposals will be due at the time indicated in the Solicitations.

Q - Please consider allowing Non AISC Companies for the Structural Steel Fabrication and Erection.

Q - Does the section of 8th Street south of the “Limits of Construction Line”, mentioned in Item 4 above, get replaced as an alternate in the CSMS bid package?

A – The pavement work for 8th Street shall be completed under the USPFO Warehouse project.

Q - Will a “Pre-Engineered” structure be allowed or considered for this project, in lieu of the “Stick” building construction as drawn & specified?

A – No.

Q - Is there a job duration or finish date?

A – Yes, it is on page one (1) of the solicitation in block eleven (11).

Q - Is this project prevailing wage?

A – Yes, as indicated in the Solicitation and by the inclusion of the DOL Wage Rate.

Q – Who furnishes the pad mount 750 kva transformer, I can’t find a spec for it.

A - The medium voltage transformer is to be included in this scope of work.

Specification section 260856 will be added for the heat trace system in the addendum.

Q - Hardware specification 087100 makes reference to access control specifications (2.8, A). Does this specification exist?

A – Deleted reference to Paragraph 2.8 and subparagraph A in Addendum.

Q - Openings 2403A and 2407B appear on sheet A212b but do not appear on the door schedule. Is any new work required at these openings?
