About this opportunity

This pre-solicitation notice is for the construction of an air traffic control tower at Air Force Plant 42. The Department of the Army Corps of Engineers Engineering District Los Angeles seeks to build a 160-foot tower with foundations, floors, bracing frames, fire protection, emergency power, furnishings, an FAA control cab, elevator, security systems, HVAC, plumbing, parking, fencing and supporting infrastructure. Proposals will be evaluated based on responsiveness and price factors, with award going to the responsible bidder most advantageous to the government considering only price. The solicitation will be available on June 5, 2020 via SAM.gov and amendments are to be monitored there as well.

There is no set-aside designated for this procurement. The estimated magnitude of construction is between $10-25 million and the period of performance is 600 calendar days from notice to proceed. Subcontracting plans are required for large business bids over $1.5 million. Interested vendors can add themselves on SAM.gov.

The basic scope for the ATCT includes but is not limited to a 160' tower with: drilled shaft foundations, floor slabs, buckling-restrained brace frames, fire protection and detection, emergency power, Furniture Fixtures & Equipment (FF&E) for office spaces, FAA control cab with Slat-Wall Consoles, elevator, access control systems, HVAC, plumbing, parking lots, access driveways, fencing, and other supporting building systems and exterior infrastructure. The construction of the ATCT will meet the latest code criterion including United Facility Criteria (UFC), ASCE 7, and other professional standards.

The estimated magnitude of construction is $10,000,000 - $25,000,000.00.

Period of performance is 600 calendar days from contractor acknowledgement of Notice to Proceed.

An award will be made to the responsible bidder (see FAR 9.1) whose bid is responsive to the terms of the Invitation for Bids and is most advantageous to the Government, considering only price and the price related factors included in the Invitation, as provided in Federal Acquisition Regulations Subpart 14.4. Bidders are advised that this project may be delayed, cancelled or revised at any time during solicitation, evaluation, selection, and/or final award process.

Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00.  If the offeror is a large business, the firm will be required to submit a sub-contracting plan as part of its proposal package. 

The solicitation will be available on/or about June 9th, 2020.

Plans and Specifications will not be provided in hard paper copy. The solicitation and all amendments will be available for downloading at https://beta.sam.gov/. It is the responsibility of the contractor to check https://beta.sam.gov/ frequently for any amendments or changes to the solicitation.
