The new facility will include specialized features such as a commercial kitchen for staff meal preparation, a consultation den accessible through a connector to the main facility, and a separate ambulance entrance, all while maintaining integration with the existing facility's unique style and aesthetics. The procurement will be conducted as an Invitation for Bid under FAR Part 14 procedures, with the solicitation anticipated for early fourth quarter FY25. All questions must be submitted in writing via email to the designated contracting officers by the due date of July 1, 2025.

The construction project has a magnitude valued between $10 million and $20 million and will be awarded as a single Firm-Fixed-Price contract. The contractor will have approximately 730 calendar days from the Notice to Proceed to complete all construction work, including providing all necessary labor, materials, and equipment. The project must follow VA sustainability guidelines to achieve LEED Silver rating level standards, though actual certification will not be pursued. The new 12-bed addition will expand the current four existing CLC small houses at the Trinka Davis Veterans Village, each of which currently operates under the "Small House Model" with 10 beds per unit.
