About this opportunity
The National Institute of Health's National Cancer Institute has issued a Consolidation Determination and Findings (D&F) special notice through the Department of the Interior's Interior Business Center for the consolidation of Clinical Trials Reporting Program (CTRP) Task Orders. This notice pertains to two new Time-and-Materials Task Orders—CTRP-CSE and CTRO-SS—that will be issued against the BITSDIS Indefinite Delivery-Indefinite Quantity contract vehicle managed by the Acquisition Services Directorate. The consolidation merges three previously separate task orders that were valued at approximately $75.5 million combined and were previously awarded to Essex Management LLC and Booz Allen Hamilton. The contracting activity is being conducted under Federal Acquisition Regulation subpart 16.5 through a competitive Request for Task Order Proposal process among qualified BITSDIS IDIQ contractors.
The primary objective of this consolidation is to streamline the delivery of biomedical informatics support services while achieving substantial cost savings, reducing administrative burden, and eliminating duplicative efforts across the CTRP program. All work will be performed at NCI facilities in Bethesda/Rockville, Maryland, with a contract performance period running from August 17, 2026 through August 16, 2031. Eligible contractors must be qualified vendors on the BITSDIS IDIQ contract—all of which are classified as Other Than Small businesses—and no small business set-asides apply to this consolidation. The solicitation will be issued as a competitive task order competition open to all BITSDIS IDIQ contract holders, with selection based on the merits of each proposal submitted in response to the RFTOP. Market research supporting this consolidation was conducted across multiple years (2020, 2022, 2024, and 2025) to validate that the BITSDIS IDIQ vehicle represents the most appropriate procurement mechanism for these services.
Notice text

This Determination and Findings (D&F) is executed in support of both Task Order 140D0426R0052 - CTRP-CSE and Task Order 140D0426R0055 - CTRO-SS.
