Contract Consolidation Determination and Findings Summary
This is a Contract Consolidation Determination and Findings document issued by the U.S. Department of the Interior for the National Institute of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT). The document consolidates three existing Time-and-Materials Task Orders supporting the Clinical Trials Reporting Program (CTRP) into two new acquisitions: Clinical Trials Reporting Program – Cloud Scientific Engineering (CTRP-CSE) and Clinical Trials Reporting Office – Support Services (CTRO-SS). The consolidation will be conducted through the BITSDIS IDIQ (Indefinite Delivery-Indefinite Quantity) contract vehicle, which is managed by the Acquisition Services Directorate (AQD). The three predecessor Task Orders—Clinical Trials Reporting Program Technical Support (valued at $25.9 million), Clinical Trials Reporting Office (valued at $20.6 million), and Clinical Trials Reporting Program Software Development (valued at $29.0 million)—were previously awarded to Essex Management LLC and Booz Allen Hamilton under GSA MAS and BITSDIS IDIQ vehicles respectively.
The consolidation is justified based on market research conducted in December 2020, October 2022, April 2024, and October 2025, which determined that the BITSDIS IDIQ is the most appropriate vehicle for procuring biomedical informatics technology, software development, and informaticss support services. The determination states that consolidation will deliver substantial cost savings (specific amount redacted), eliminate duplicative efforts, reduce administrative burden, improve operational efficiency, and provide better accountability and resource alignment. The new acquisitions will be competed among qualified BITSDIS IDIQ contract holders as a Request for Task Order Proposal (RFTOP) in accordance with FAR subpart 16.5. All services will continue to be performed at NCI facilities in Bethesda/Rockville, Maryland, with no impact on small business participation since none of the predecessor Task Orders included small business set-asides and all BITSDIS IDIQ vendors are Other Than Small (OTS) businesses. The contract term for both new acquisitions runs from August 17, 2026 to August 16, 2031.
