About this opportunity

The U.S. Army Corps of Engineers, Mobile District, published a Determination and Findings (D&F) for consolidation of contract requirements on June 2, 2026, supporting a sole-source award to Genesis 360 LLC, an 8(a) certified small business, under solicitation W9127826RA058. The consolidation exceeds $2,000,000 and triggers public disclosure under Revolutionary FAR Overhaul guidelines; the D&F is available for comment through June 9, 2026.

The procurement establishes a five-year Indefinite-Delivery/Indefinite-Quantity Single Award Task Order Contract for General Repair and Construction services supporting Sustainment, Restoration, and Modernization of federal real property across the Mississippi Area Office, spanning from Mobile, Alabama to New Orleans, Louisiana. Two currently identified projects total an estimated value that has been redacted; the contract will serve the Department of War and other federal agencies within the area of responsibility.

The D&F justifies consolidation under 15 U.S.C. 657q and RFO 7.107-2 on grounds that construction work occurs at multiple discrete sites within a geographic area. Market research confirmed Genesis 360 LLC's qualifications through individual marketing meetings, capabilities review, surety statement analysis, and past performance evaluation. The consolidated SATOC approach substantially outperforms alternative contracting methods—specifically stand-alone 8(a) "C-type" contracts—by reducing acquisition cycle time, administrative costs, and improving responsiveness to rapid end-of-fiscal-year requirements. The SBA concurred with the determination, finding no adverse impact on small business concerns. Award is scheduled for September 30, 2026.
