This is not a solicitation announcement. No contract will be awarded from this Pre-Solicitation Notice. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Pre-Solicitation Notice to make necessary changes to the draft documents. Marine Corps Logistics Command (MCLC) Albany, GA Contracts Department (S1930) intends to solicit an unrestricted, full and open/requirement with the intent to award a hybrid type contract. The requirement is for a contractor to operate and manage the USMC Consolidated Storage Program (CSP) worldwide (Continental United States (CONUS) and outside the Continental United States (OCONUS)) network and to maintain total asset visibility utilizing the Government-Owned Contractor-Operated (GOCO) facilities and GOCO Information Technology (IT) systems (i.e. Defense Property Accountability System Warehouse Module (DPAS-WM), Marine Forces Special Operations Command (MARFORSOC) Special Operations Forces Sustainment, Asset Visibility and Information Exchange (SSAVIE), and Global Combat Support System – Marine Corps (GCSS-MC)).
MCLC is contracting for logistics services to manage, support, and operate the Marine Corps CSP network. The clothing and equipment that CSP customers utilize originate from the Individual Issue Facilities (IIF) and the Unit Issue Facilities (UIF), presently operating with over 57 facilities at approximately 21 geographic locations worldwide. The CSP is successfully supporting the Marine Corps’ with the following: Individual Combat Clothing and Equipment (ICCE), Special Training Allowance Pool (STAP), Chemical, Biological, Radiological, and Nuclear Defense (CBRN-D) equipment, Soft-Walled Shelters and Camouflage Netting (SWS & CN), and Non-Destructive Testing and Evaluation Armor Inspection System (NDTE-AIS). These commodities are managed through the IIF and UIF to meet various mission support requirements.
Any resultant contract is anticipated to be Firm-Fixed Price and Time and Material type of contract. The proposed North American Industry Classification System (NAICS) code for this requirement is 493190 – Other Warehousing and Storage; Size Business Administration table of small business size standard is $30.0 million.
All documents attached to this pre-Solicitation Notice are DRAFTS and are subject to change.
This acquisition is not set-aside for Small business. Proposals are not due to this Pre-Solicitation Notice.
The posting of this DRAFT notice does not count towards the formal solicitation. Offerors will be given 30 days to submit proposals after the posting of the formal solicitation. A date has not been decided on the release of the formal solicitation.
This Pre-Solicitation Notice shall not be construed as commitment by the Government for any purpose. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests.
If a Solicitation is released, it will be via beta.SAM.Gov (https://beta.sam.gov/). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this notice or a future solicitation.
