About this opportunity

Naval Sea Systems Command seeks supply and delivery of consolidated industrial gases (liquid argon, liquid nitrogen, propane, helium, and related products) to Naval Undersea Warfare Center Division Keyport, Washington and Bangor, with proposals due June 2. The procurement is set aside exclusively for women-owned small businesses (WOSB), foreclosing competition outside that category.

Place of performance is Keyport, WA 98345 and the Bangor annex. The NAICS code is 325120 (Industrial Gas Manufacturing) with a 1,200-employee size standard. The contract runs one base year plus four option years on a firm fixed-price basis. Base year quantities include Liquid Argon (NTE 1,500 gallons), Bulk Liquid Nitrogen (NTE 80,000 gallons delivered weekly), Bulk Propane (NTE 3,000 gallons), Liquid Nitrogen high-purity (NTE 100,000 gallons), Gaseous Nitrogen Cradles (NTE 64 units), High Pressure Gaseous Nitrogen (NTE 40 cylinders), and smaller volumes of Helium, Liquefied Cryogenic Nitrogen, Liquefied Argon, Hydrogen, P5, Oxygen, and Argon, plus bulk tank maintenance (maximum two visits per year) and hot-fill emergency services. Deliveries are FOB Destination during business hours (8:00 AM to 3:00 PM Monday–Friday excluding federal holidays). Offerors must provide pricing comparisons to three recent identical or similar sales and certify prices do not exceed those charged to the offeror's most favored customers. Award will be made to the technically acceptable offer providing best value, weighing price and past performance equally, with quality and delivery as equal sub-factors. Amendment 0003, effective June 1, clarified building locations and propane tank service line items. Contractors must comply with environmental, safety, OPSEC, and facility security requirements documented in attached guides.
