About this opportunity
The Federal Contract Opportunity involves the provision of technology transfer support services for the Space Technology Mission Directorate (STMD) Technology Transfer Program (T2P) by the National Aeronautics and Space Administration (NASA). The contractor will provide program support for T2P through consolidated service requirements at various NASA centers. The contract will have a one-year base period and four one-year option periods, with an anticipated contract award date of February 15, 2024, and a contract effective date of March 20, 2024.
Services to be provided by the contractor:
- Technology transfer support services for the STMD Technology Transfer Program.
- Program support for T2P.
- Consolidated service requirements at various NASA centers.
- Services under indefinite-delivery, indefinite-quantity (IDIQ) task orders.
- Services primarily virtually/remotely through collaboration tools.

8/2/2023 - The purpose of this update is to notify interested parties that the Government has attached Questions and Answers from Industry Day to this announcement.
7/12/2023 - A virtual Industry Day briefing was conducted in accordance with Section L, MSFC 52.210-91, Virtual Industry Day Meeting. The Virtual Industry Day presentation slides and a list of attendees has been uploaded. Questions/comments are due July 19, 2023.

This notice is issued by the NASA/MSFC to post a Draft Request for Proposal (DRFP) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
Consolidated Agency Technology Transfer Services (CATTS) will provide technology transfer support services for the Space Technology Mission Directorate (STMD) Technology Transfer Program (T2P). The contractor will provide program support for T2P via consolidated Headquarters (HQ), Marshall Space Flight Center (MSFC), and Stennis Space Center (SSC) service requirements, with the additional ability to support T2P services via indefinite-delivery, indefinite-quantity (IDIQ) task orders at the remaining NASA field centers under the CATTS enterprise contract.
This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
All comments or questions shall be submitted electronically via email to Jesica Pugh Henderson at Jesica.p.henderson@nasa.gov, no later than 5:00 p.m. Central Time on July 19, 2023. When responding reference 80MSFC23R0012.
