About this opportunity
The Bureau of Land Management (BLM) Utah Region is seeking a qualified small business contractor to provide conservation treatment services to mitigate graffiti at four rock imagery localities in Grand and Iron Counties, Utah. The contractor will review provided photos and site forms, propose treatment options, and then execute the conservation treatments at the sites. The contractor will also develop and deliver a training workshop on minimally invasive graffiti removal techniques for up to 15 BLM employees. Quotations will be evaluated using the trade-off method, and the Government will award a firm-fixed-price purchase order to the responsible offeror whose quotation is most advantageous. Questions are due by September 9, 2024, and quotations are due by September 12, 2024.
This is a total small business set-aside under NAICS code 712120 for historical sites. The period of performance is 365 calendar days. The contract will involve sites with varying degrees of accessibility, including Parowan Gap which has established trails and easy access, and sites in Mill Canyon in Moab that are at least two miles from the road. The graffiti includes a mix of paint, incisions, charcoal, and bullet holes, and the contractor is required to use only natural, reversible materials for the conservation treatment.

Submit a firm fixed price for conservation treatment to mitigate graffiti at four rock imagery localities in Grand and Iron Counties, Utah and leading a conservation treatment methods workshop for BLM staff.
Award Basis: Quotation will be evaluated using the trade-off method. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government. See Section M below for further information.
