About this opportunity
The Small Business Administration's Office of Inspector General (SBA OIG) is seeking to procure five Congressional and Legislative Information and Tracking Service licenses through a sole source acquisition from Bloomberg Industry Group, Inc. The cloud-based digital software service will enable the OIG to monitor legislation and congressional actions affecting the SBA, the OIG, and the broader Inspector General community to fulfill its mission under the Inspector General Act of 1978. The procurement requires comprehensive tracking capabilities including federal budget monitoring, bill text analysis, committee reports, congressional member profiles, daily news highlights, Congressional Research Service reports, and custom alerts with integrated legislative, regulatory, and federal contracting data. The evaluation will use a Lowest Price, Technically Acceptable (LPTA) approach, with the award going to the lowest-priced quote meeting technical specifications. Interested parties must submit responses by July 15, 2025 at 4:00 PM EST to Contracting Officer Karen Dukes at karen.dukes@gsa.gov, with any responses required to show clear and convincing evidence that competition would be advantageous to the government.
This procurement does not utilize any set-aside designations and is being pursued as a sole source acquisition under FAR 6.302-1, with Bloomberg Industry Group, Inc. of Arlington, Virginia identified as the only manufacturer capable of meeting the government's specific technical requirements. The total contract value is $131,709.00 for a firm fixed price arrangement covering a base period from July 31, 2025 to July 30, 2026, with four additional one-year option periods extending through July 30, 2030. The acquisition falls under NAICS code 519290 (Web Search Portals and All Other Information Services) with a small business size standard of $21,000,000. The government's market research confirmed that competing platforms like CQ Roll Call, FiscalNote, and GovWin IQ lack the comprehensive, integrated approach required by the SBA OIG. Performance will be conducted through Bloomberg's proprietary BGOV platform, which provides data on over 4.6 million global corporate entities, 300,000 U.S. government contractors, and 3 million private companies, with the primary place of performance in Washington, DC.
