About this file

This document is a Single Source Determination (SSD) for the Small Business Administration (SBA) Office of Inspector General (OIG) to acquire five Congressional and Legislative Information and Tracking Service licenses from Bloomberg Industry Group, Inc. The sole-source contract is valued at $131,709.00, covering a base period and four one-year option periods from June 30, 2025, through June 29, 2030, with a firm fixed price structure. The acquisition is justified by Bloomberg's exclusive proprietary platform (BGOV), which provides integrated legislative, regulatory, and federal contracting data that is critical for the SBA OIG's oversight mission.

Market research confirmed Bloomberg Industry Group as the only vendor capable of meeting the agency's specific requirements, with unique capabilities including comprehensive tracking of legislation, regulatory changes, federal contracting data, and corporate financial intelligence. The document details how BGOV offers unparalleled insights, including data on over 4.6 million global corporate entities, 300,000 U.S. government contractors, and 3 million private companies. Competing platforms like CQ Roll Call, FiscalNote, and GovWin IQ were evaluated but determined to lack the comprehensive, integrated approach required by the SBA OIG for effective oversight and fraud prevention.

BGOV is an Internet-based service that quantifies the impact of legislative action, regulatory decisions, and broader policymaking on companies, industries, and markets. It provides real-time context and perspective, bridging the gap between government and business at a crucial time. Its multifaceted offerings include:

• Exclusive News: Timely and targeted news coverage focused on government activities.

• In-depth Analysis: Expert analysis that breaks down complex legislative and regulatory developments.

• Best-in-Class Data: Access to unparalleled datasets related to federal contracting, lobbying, and government spending.

• Analytic Tools: Powerful tools that allow users to track legislation, monitor agency actions, research specific topics, and understand relationships between various government entities and private interests.

What makes BGOV a unique and indispensable resource is its integrated approach to data, news, and analytics. Unlike siloed information providers, BGOV synthesizes vast amounts of data from multiple sources—including legislative calendars, agency filings, contract awards, and lobbying disclosures—into a single, intuitive platform. This integration provides a holistic view, enabling users to not only track events but also to understand their interconnected impacts and anticipate future developments.

For the SBA OIG, BGOV provides an intelligent edge crucial for fulfilling our oversight mission. Our mandate requires us to promote economy, efficiency, and effectiveness within the SBA, and to detect and prevent fraud, waste, and abuse. BGOV directly supports these objectives in several critical ways:

1. Legislative Monitoring: The SBA OIG needs to stay abreast of all proposed and enacted legislation affecting small businesses and the SBA's programs. BGOV's robust legislative tracking tools allow us to monitor bills, resolutions, and amendments in real-time, understand their potential impact on SBA operations, and identify areas requiring proactive oversight.

2. Regulatory Oversight: Regulatory changes often have significant implications for SBA programs and the small business community. BGOV provides comprehensive tracking of federal regulations, agency actions, and public comments, enabling the OIG to identify potential vulnerabilities, assess compliance risks, and ensure the SBA's adherence to legal and regulatory frameworks.

3. Contracting and Spending Analysis: A significant part of the SBA OIG's work involves auditing federal contracts and grants. BGOV's deep datasets on federal contracting and spending allow us to:

• Identify trends in contract awards.

• Analyze contractor performance.

• Detect potential anomalies or red flags indicating fraud, waste, or abuse.

• Assess the fairness and integrity of the federal procurement process as it relates to small businesses.

4. Lobbying and Influence Tracking: Understanding the influence of various stakeholders on policy decisions is vital for effective oversight. BGOV's tools allow us to research lobbying activities, identify key players, and track campaign contributions, providing context for policy decisions and helping us to identify potential conflicts of interest or undue influence.

5. Contextual Awareness: BGOV's combination of news and analysis provides the OIG with the essential context and perspective needed to interpret complex governmental actions. This insight is invaluable for developing audit plans, conducting investigations, and making informed recommendations to improve SBA programs.

By delivering unparalleled news, analytics, and data-driven decision tools, Bloomberg Government empowers the SBA OIG staff to maximize the office’s effectiveness. The unlimited access provided by a BGOV subscription ensures that our professionals have the comprehensive resources needed to perform their mission-critical work with greater precision, efficiency, and foresight.

5. Description of Market Research.

The market research conducted shows that there is no other similar product that would provide the same functions, features, and /or characteristics to satisfy the government’s need. Through market research, which included a review of acquisition history, Commercial databases, industry publications, and contacting Bloomberg Industry Group, Inc./BGOV it was determined that there are no other directories with the level of accuracy and detail provided by Bloomberg Industry Group, Inc.

Thorough market research has unequivocally demonstrated that BGOV is the preeminent solution for the Small Business Administration Office of Inspector General's (SBA OIG) specific and complex information needs. Our due diligence, encompassing a review of acquisition history, extensive commercial and government databases, industry publications, direct vendor engagement, discussions with subject matter experts, and consultations with other government users, consistently identified BGOV as the only service capable of providing the requisite depth, accuracy, and integrated functionality essential for our mission.

The fundamental strength of BGOV lies in its unparalleled ability to consolidate and cross-reference disparate government information resources into a single, intuitive platform. This eliminates the need for the OIG to access multiple, often disconnected, services to gather intelligence on market dynamics, congressional legislative history, regulatory changes, and detailed federal contracting data. While other services specialize in one or two of these areas, BGOV provides a holistic, analytical environment that is crucial for a comprehensive oversight body like the SBA OIG.

BGOV's unique value proposition is its seamless integration of federal agency contract data with in-depth market research and provider analysis. This means the OIG can not only identify who is receiving federal contracts but also gain critical insights into the financial health, performance history, and market position of those entities—a capability unmatched by its competitors. The services provided are consistently high quality, responsive to user needs, and deliver a level of accuracy and detail vital for investigative and auditing purposes.

Our market research identified several reputable platforms in the government affairs and federal contracting intelligence space. While these competitors offer valuable services, none match BGOV's comprehensive, integrated offering, particularly in the unique blend of legislative, regulatory, and granular contracting intelligence critical to the SBA OIG.

• CQ Roll Call (CQ.com):

CQ Roll Call is a well-established and highly respected source for legislative news, committee coverage, congressional directories, and vote analyses. It excels at providing real-time journalistic reporting on Capitol Hill, making it a strong tool for understanding the "who, what, and when" of legislative processes.

While excellent for legislative tracking, CQ Roll Call is less robust and integrated when it comes to federal contracting data and granular company-specific financial analysis. Its focus is primarily on the political and legislative narrative, not the detailed business impact at the level of individual government contractors or the extensive private company data that BGOV offers. For the SBA OIG, understanding the financial and operational health of entities doing business with the government, linked directly to contract awards and legislative context, is paramount—a need CQ Roll Call does not fully address.

• FiscalNote (including platforms like Quorum):

FiscalNote offers advanced legislative and regulatory tracking across federal and state levels, leveraging AI for policy analysis and providing robust tools for stakeholder engagement and grassroots advocacy. It's particularly strong for public affairs professionals needing to manage outreach and understand the policy lifecycle.

FiscalNote's strength lies in policy tracking and advocacy management, but its federal contracting data is not as deep, proprietary, or seamlessly integrated with legislative and regulatory context as BGOV's. While it helps track policy, it doesn't provide the equivalent detailed insights into who is winning government contracts, their financial profiles, and the specific business impact of policy on those entities. For the SBA OIG's oversight function, which requires linking legislation directly to contracting outcomes and contractor performance, BGOV's integrated data is superior.

• GovWin IQ (Deltek):

GovWin IQ is a powerhouse for federal contracting intelligence, highly valued by businesses seeking government opportunities. It provides excellent market analysis, pipeline forecasting, opportunity identification, and competitor intelligence for contractors.

While GovWin IQ is exceptional for the pre-award and post-award contracting lifecycle from a business development perspective, it generally lacks the comprehensive, integrated legislative tracking, in-depth lobbying data, and broad, proprietary corporate financial profiles that BGOV offers. GovWin IQ focuses heavily on identifying contract opportunities, whereas BGOV provides a more holistic view of government-wide actions, their impact across industries, and the interconnectedness of policy with all aspects of business, including a vast database of government contractors and their financial context.

For an oversight body, the ability to see the larger legislative and regulatory picture alongside granular contracting data is a distinct advantage.

The market research confirmed that the Bloomberg license and its underlying data are exclusively available through Bloomberg Industry Group, Inc. Bloomberg is widely recognized as the industry standard for financial intelligence and data, a reputation that extends to its government intelligence arm. No other service provides the same comprehensive, real-time, and cross-referenced data.

BGOV boasts unique and proprietary all-inclusive data and analytical resources on an immense scale. This includes:

1. Over 4,600,000 global corporate entities, offering unparalleled insights into business structures and relationships.

2. Specifically, 300,000 U.S. Government contractors and subcontractors, providing detailed profiles, contract award histories, and performance metrics crucial for OIG audits and investigations.

3. Extensive private company data on over 3,000,000 companies, enabling the OIG to trace financial flows and identify potential beneficiaries or related parties that might not be immediately apparent through public government databases alone.

The findings from comprehensive market research overwhelmingly support the acquisition of Bloomberg Government. Its singular ability to integrate legislative, regulatory, and deep federal contracting data with extensive corporate financial intelligence creates a resource unmatched by any competitor. BGOV is not merely an incremental improvement; it is a transformative tool that will significantly enhance the SBA OIG's capacity to execute its oversight mission with unparalleled accuracy, efficiency, and foresight in detecting and preventing fraud, waste, and abuse within the Small Business Administration's programs.

In addition, IAW FAR 19.502-2(a) states that acquisitions from $10,000 up to $250,000 procurements are exclusively set-aside for small businesses if the “Rule of Two” is met, however based on the market research the rule of two cannot be met by setting this acquisition aside as the only company that can provide these services is Bloomberg Industry Group, Inc. which is a large business.
