About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 has issued a Special Notice for a Conference Room Scheduler software procurement. The notice, posted on January 12, 2026, represents a sole-source justification for acquiring Software-as-a-Service (SaaS) scheduling solutions for the Phoenix VA Healthcare System. The VA Network Contracting Office 22, located in Long Beach, California, is seeking to procure the FMSYSTEMS conference scheduling subscription from Red River Technology, LLC through the NASA SEWP schedule. This is a civilian agency procurement conducted under Federal Acquisition Regulation exceptions for urgent procurement needs. The contracting officer, Jose A. Espinoza, has certified the justification for sole-source acquisition based on market research and compatibility requirements.
The procurement is driven by an urgent operational need, as the Phoenix VA's current conference room scheduling system is non-functional and unusable, requiring immediate replacement to support training and meeting coordination for VA employees, Veterans Organizations, and Veterans. The vendor is responsible for designing and implementing a web-based software solution that seamlessly integrates with existing VA systems and meets the approval requirements of VA management. Market research has determined that FMSYSTEMS is the only solution capable of meeting the VA's specific integration and scheduling requirements, and an SBA VetCert query confirmed no other vendors can satisfy these needs. The contract is classified under NAICS 541519 (Other Computer Related Services) and PSC DA10 (IT and Telecom—Business Application/Application Development Software as a Service). With an effective date of December 30, 2025, and a posted date coinciding with the due date of January 12, 2026, this represents a time-sensitive sole-source procurement justified under Federal Acquisition Regulation exceptions for unique services and urgent procurement situations.
