About this opportunity

The USDA Forest Service, Ottawa National Forest, is soliciting quotations from contractors to conduct rare plant, invasive plant, and cultural plant surveys across the Kitchie Two Rivers Project Area in Michigan's Upper Peninsula. The procurement seeks comprehensive botanical survey services utilizing controlled intuitive meander methodology to identify Regional Forester's Sensitive plants, Michigan-listed protected species, priority non-native invasive plants, and plants of cultural significance across 1,334 forest stands totaling 39,430 acres. All 1,334 stands must be surveyed at least once, with a minimum of 537 stands (40% of awarded stands and acreage) resurveyed during the three-year performance period, with surveys conducted between May 15 and September 15 of each year. Contractors will be evaluated based on qualifications and experience with Upper Midwest flora (particularly western Upper Peninsula flora and the genus Botrychium), demonstrated capacity to accomplish the work within the required timeframe, and past performance on government and private contracts regarding cost control, quality, and schedule adherence. The quotation deadline is April 15, 2026 at 1700 Central Time, with all survey work and final deliverables required by September 15, 2028 and October 15, 2028 respectively.

This acquisition is a 100% set-aside for small business concerns, with no incumbent contractor identified in the documentation. The contract value is expected to exceed $45,000, and the work is divided into four geographic bid items: Item 1 (579 stands, 17,646 acres), Item 2 (230 stands, 6,588 acres), Item 3 (320 stands, 9,861 acres), and Item 4 (205 stands, 5,335 acres), allowing contractors to qualify their quotations on an individual item or all-or-none basis. Performance will take place in Ironwood, Michigan, across Ontonagon, Houghton, and Iron Counties on Ottawa National Forest lands during the 2026, 2027, and 2028 field seasons. Contractors must provide all labor, equipment, supervision, transportation, and supplies, while the government furnishes maps, aerial photography, GPS data, flagging materials, and pre-loaded survey tablets. All collected data becomes the property of the USDA Forest Service and cannot be published without prior government consent.
