About this opportunity
NASA Marshall Space Flight Center is procuring 20 Information Technology software and rackmount system packages that include NightStar Tools (part numbers WU1200-LDVF and WU1221-LDV), yearly maintenance for NightStar Tools (part number SW-YM), iHawk rackmount systems (part number HR000-1R40N-4AZ10), and iHawk yearly maintenance (part number HWSW-YM). The procurement covers commercial-off-the-shelf subscription services that include hardware return-to-factory service with RedHawk Linux software maintenance for system testing and development purposes. NASA intends to issue a sole source contract to Concurrent Real-Time Inc., the original manufacturer and exclusive provider of these proprietary hardware and software systems, as resale dealers or distributors are not authorized. Interested organizations may submit capabilities and qualifications electronically to specified NASA email addresses, and these submissions will be evaluated solely to determine whether to conduct the acquisition on a competitive basis rather than sole source. The deadline for capability submissions is 2:00 p.m. CST on June 23, 2025.
This procurement does not utilize any set-aside designations and is structured as a full and open competition consideration process, though NASA clearly indicates its intention to proceed with sole source contracting to Concurrent Real-Time Inc. The acquisition involves exactly 20 IT software and rackmount system packages, representing a specific quantity requirement for NASA's operational needs. NASA is using simplified procedures for certain commercial items under FAR subpart 13.5 and intends to acquire commercial items using FAR Part 12 procedures. The contract will include both initial hardware/software provision and ongoing yearly maintenance services to ensure long-term functionality. Any determination by the government not to compete this acquisition on a full and open competition basis will be made solely at the government's discretion based on responses received to this pre-solicitation notice.
