About this opportunity

The US Army Corps of Engineers - Rock Island District has issued a Special Notice for the purchase, delivery, and spreading of ready-mix concrete at Rock Island Arsenal. The solicitation is specifically targeting the delivery of concrete to Building 340, with a total potential volume of up to 125 cubic yards between June and November 2025. This contract opportunity is being conducted as a call order to current blanket purchase agreement (BPA) holders, following federal procurement regulations that require dissemination of proposed contract actions exceeding $25,000 through SAM.gov. The notice was posted on June 4, 2025, with a quick turnaround deadline of June 5, 2025, for quote submissions. The procurement is set aside as a Total Small Business opportunity, indicating a focus on supporting smaller business entities.

Contractors interested in this opportunity must submit quotes by completing the bid schedule in the attached statement of work and sending it to the specified email contacts before the June 5, 2025 deadline. The concrete specifications require a 4500 psi compressive strength with 5-7% air entrainment, sourced from within 35 miles of the delivery site at the intersection of North Avenue and Hillman Street near Building 340. A minimum order of four cubic yards per delivery is required, with deliveries scheduled on a will-call basis and 24-hour notice. The government will prioritize quotes from existing BPA holders and will only consider quotes that are competitively priced compared to the lowest-priced offers from current BPA holders. Sustainability is a key consideration, with requirements for compliance with EPA Comprehensive Procurement Guidelines and USDA biobased product standards. Successful contractors must also adhere to specific entry requirements for delivery drivers through the Rock Island Arsenal's visitor checkpoint.
