The solicitation seeks a contractor to provide and deliver up to 125 cubic yards of ready-mix concrete to the Rock Island Arsenal in Illinois between June and November 2025, with deliveries scheduled on a will-call basis with 24-hour notice. The concrete specifications require 4500 psi compressive strength with 5-7% air entrainment, sourced from within 35 miles of the delivery site at the intersection of North Avenue and Hillman Street near Building 340.

Key procurement details include a minimum order of four cubic yards per delivery, potential use of water reducer dependent on weather conditions, and specific entry requirements for delivery drivers through the Rock Island Arsenal's visitor checkpoint. The solicitation emphasizes sustainability requirements, including compliance with EPA Comprehensive Procurement Guidelines and USDA biobased product standards. The contract opportunity (Solicitation Number W912EK24QCA06) was issued as a special notice to current BPA holders, with quotes to be submitted before the 6-4-2025 deadline, and the government reserving the right to prioritize quotes from existing BPA holders.
