Interested parties may submit evidence within 15 calendar days of notice publication demonstrating that competition would be advantageous to the Government. Responses must provide clear and convincing evidence to challenge the sole source determination. The Government will consider all submissions solely to determine whether to conduct a competitive procurement; no reimbursement for capability information submissions will be provided. The Government retains sole discretion to award competitively or proceed with the sole source award.
