About this opportunity

The Air Force Life Cycle Management Center seeks COMSEC managerial support services in support of the Colombian Joint Staff, with proposals due June 29, 2026. This is a 100% small business set-aside (NAICS 541513, $37 million size standard), procured on a competitive tradeoff basis as a non-personal, Firm-Fixed Price contract with a five-year base period.

Place of performance is primarily CATAM Air Force Base in Bogota, Colombia, with support to USSOUTHCOM operations at multiple Colombian sites. The contractor must provide COMSEC Account Manager personnel to perform Monday through Friday duty hours following MILGrp-Colombia recognized holidays. A 30-day Phase-In Transition period precedes full performance commencement; mobilization and demobilization time is unbillable, with billing commencing upon the Account Manager's arrival in-country.

The contractor bears full responsibility for employee visa sponsorship, work permits, housing, vehicles (sized to transport COMSEC equipment), and all in-country support services; local Colombian service providers are prohibited due to DCSA/FBI vetting constraints. SIPRNet and NIPRNet access will be facilitated by USSOUTHCOM. The government will review contractor-proposed personnel resumes.

Contractors must obtain and maintain CMMC Level 2 Certification Assessment by an accredited C3PAO for Defense CUI compliance and submit CMMC unique identifiers to the Contracting Officer. Subcontractors must achieve appropriate CMMC certification levels. Amendment 0001 (effective June 17, 2026) revised DFARS clause 252.204-7021 regarding CMMC requirements and updated the Transmittal Letter and incorporated official Answers to prospective offerors' inquiries. Present and Past Performance Questionnaires are due 10 calendar days before the proposal deadline. Primary contacts are Kriston Minor (kriston.minor@us.af.mil) and JoAnn Davis (joann.davis.1@us.af.mil).
