The requirement encompasses a comprehensive 24/7/365 flight planning system with worldwide coverage, supporting 21 specific aircraft types including Boeing 747-200, Boeing 757-200, Boeing 737-700, Gulfstream V, and Gulfstream 550 aircraft. Contractors must demonstrate capability to provide unlimited flight plan computations, electronic charting, mobile applications, ETOPS support, flight tracking, scheduling integration, and secure messaging while meeting Department of Defense Impact Level 4 security standards. The system must achieve 99% uptime and include complex flight planning parameters such as fuel optimization, weight and balance calculations, and polar route operations. All inquiries and capability statements must be submitted to the designated contracting officers no later than Friday, August 7, 2025 at 2:00 p.m. EDT. Currently, this service is being procured under FAR 6.302-1 as a sole source requirement, but the agency is seeking to determine if other responsible sources exist.

This opportunity carries no set-aside designation and will be structured as a base year contract with four 12-month option years, totaling a potential five-year performance period. The contractor must provide 35 site licenses and 300 mobile device licenses to support the mission requirements. No incumbent contractor or current service provider is specifically identified in the notice, though the sole source reference suggests an existing provider is currently serving this requirement. The unit of issue is specified as months, indicating a time-based service contract structure. If capable vendors are identified through this Sources Sought process, the formal solicitation will be posted on SAM.gov under solicitation number FA286025Q0017. The notice emphasizes that contractors must demonstrate worldwide flight coverage capability as a fundamental qualification for consideration.
