About this file
This Performance Work Statement (PWS) details requirements for a computerized flight planning software solution for the 89th Airlift Wing (89 AW) Special Air Mission (SAM). The contractor must provide an unlimited, 24/7/365 flight planning system with comprehensive capabilities including worldwide route planning, electronic charting, mobile applications, ETOPS support, flight tracking, scheduling integration, secure messaging, and cybersecurity compliance. Key technical requirements include supporting 21 specific aircraft (Boeing 747-200, Boeing 757-200, Boeing 737-700, Gulfstream V, and Gulfstream 550), providing 35 site licenses and 300 mobile device licenses, and meeting Department of Defense Impact Level 4 (IL4) security standards.
Performance objectives include 99% system uptime, unlimited flight plan computations, real-time flight tracking, integration with personnel and aircraft clearance systems, and comprehensive customer support. The system must handle complex flight planning parameters like fuel optimization, weight and balance calculations, polar route operations, and diplomatic clearance verification. Additional requirements cover electronic chart updates, mobile application functionality, debrief and after-action reporting, and the ability to operate in contested or degraded communication environments. The contractor must provide installation, training, and ongoing maintenance with quick response times and continuous software updates.

All products and services required which are included in this document are exclusively to support the executive airlift units assigned aircraft fleet. Specific and detailed requirements are outlined in the remaining paragraphs of this chapter. In a general summary, the contractor shall provide current worldwide computerized flight planning/charting client software with 24/7/365 unlimited computational capability and access. Products must be compatible with and in compliance with Department of Defense (DoD), Air Force (AF), 89th Airlift Wing (89AW) Information Technology, network and computer software instructions, policies, directives and standards, to include software maintenance in accordance with commercial industrial standards and applicable federal, state and local regulations to ensure complete, current and accurate computerized flight planning services.
1.2 Computerized flight planning service. Through the use of remote data terminals-provide software/internet web-based flight planning engine, the contractor shall provide the customer’s request ability to the contractor’s host server and receive an unlimited quantity of accurately calculated flight plans through a request/response interactive method. The contractor must also provide up-to-date, and Air Force Network (AFNET) approved flight planning and charting software (in the form of DVD and wireless download) which are loaded and used simultaneously on 25 different personal computers for mission planning.
1.2.1 Flight plan capabilities. The contractor shall maintain the capability which allows for an unlimited number of flight plan requests and modification. Flight plans must also be able to be saved, retrieved and/or printed for later editing and use. The software must allow users to enter requests off-line (remote), save for later use and be able to transmit multiple requests to the host server as desired.
1.2.2 Route computations. The contractor shall provide the customer with the ability and choice to specify a wide variety and combination of route constraints to control, limit, or make flexible the route computation on flight plans.
1.2.3 Flight plan parameters. The contractor shall provide the customer the flexibility to specify the following categories of information to control the parameters on which the flight plan is computed: points of departure and arrival, route constraints, flight profile, both historic and actual wind information at all normal flight levels, holding time, destination alternate, take-off time, aircraft type, cruise mode, flexible routing, fuel loads, aircraft weights, payloads, ETOPS (Extended Twin Engine Over-water Procedures), Euro Control validation, optimize for fuel conservation or minimum flight time, climb/descent bias and drift down calculations.
1.2.4 Flight plan content. The contractor shall provide, upon request via host computer and on-site server, computerized flight plans for the customer. Each flight plan shall contain the following information: time/distance/fuel summary, aircraft type and cruise modes, overall wind factor, max turbulence data, points of departure and arrival, route segment data in tabular format, each FIR/UIR (flight information rules/upper flight rules) entered and the total elapsed time enroute to that region, route summary, GMT (Greenwich Mean Time) date and time of computation, flight plan index or other unique identifier that cross references the flight plan to the flight plan request. The customer must be able to select different types of formats. All flight plans accessed by the user must have a route summary which describes the route as it must be entered on an international flight plan. All waypoints and navigational data contained in the flight plans must be compatible with the aircraft navigational databases of the 89th fleet as stated in paragraph
