About this opportunity

The U.S. Geological Survey (USGS) is seeking computer scientist services for geospatial analyses through a combined synopsis-solicitation for commercial items. The procurement specifically targets development and refinement of satellite-based coastal landform and shoreline mapping tools, with emphasis on extending the CoastSeg scientific application using Python-based toolboxes for processing satellite imagery and applying machine learning techniques. Contractors must demonstrate technical capability in developing open-source tools for generating time series of shoreline positions along U.S. coastlines and possess experience working with high-performance computing resources for scientific research and coastal hazard risk management. The evaluation will use a trade-off methodology considering firm fixed price, technical capability, experience with two recent and relevant sources, and past performance with two recent and relevant sources. Quotations must be submitted electronically to jongjoco@usgs.gov no later than June 2, 2025, at 0600 hours Pacific, with all offerors required to be actively registered in the System for Award Management (SAM).

This opportunity is designated as a small business procurement under NAICS code 541511 (Custom Computer Programming Services) with a small business standard of $34.0 million, though no specific set-aside program is identified. The solicitation does not mention any incumbent contractors or current service providers for this work. While no specific contract value or budget range is disclosed in the solicitation materials, the procurement falls under the Product Service Code DA01 for IT and Telecom Business Application/Application Development Support Services. The performance period is estimated to run from July 3 through December 31, 2025, spanning approximately six months of services. The place of performance is designated as Santa Cruz, California 95060, where the successful contractor will work closely with USGS Pacific Coastal and Marine Science Center researchers.
