PERFORMANCE WORK STATEMENT (PWS)
Computer Scientist Services for Geospatial Analyses
General Information
GENERAL: This is a non-personnel services firm fixed price purchase order to provide computer-based toolboxes and software to characterize the shoreline patterns in coastal landforms from satellite imagery for the purpose of measuring coastal change hazards.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform computer-based toolbox development and testing and the remote sensing, geospatial, and marine learning analyses as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this order.
The work requires strong programming skills for extending and applying the scientific application CoastSeg (https://github.com/SatelliteShorelines/CoastSeg) using the Python programming language with interactive applications using Jupyter and ipython widgets, geospatial analyses on raster and vector data, and data visualization using matplotlib and/or data dashboards. The work also requires experience with LandSat, Sentinel, and Planet image processing, derivation of spectral indices from satellite imagery, accessing satellite imagery through Google Earth Engine, other imagery endpoints, and/or STAC, accessing ocean tidal model information via API, and the integration of these tools in defining time series of shoreline positions over broad areas of the U.S. coast. The work also requires familiarity with coastal shoreline mapping from remotely sensed imagery, and experience with training Machine Learning models, especially as applied to image classification and/or segmentation, using Python with keras and tensorflow. Finally, the work requires experience with conda, pixi and pip packaging, continuous integration and testing, and the use of Docker to centrally serve computing environments.
Background: The U.S. Geological Survey seeks services to support automated characterization and mapping of coastal landforms, including shoreline positions, from machine learning analyses of satellite imagery. The work will inform coastal hazard risk management and coastal planning. Services are needed to help in the development and refinement of remote sensing toolboxes including CoastSeg (https://github.com/SatelliteShorelines/CoastSeg) to conduct all stages of coastal landform remote sensing, including satellite imagery acquisition, coastal land and water characterization using deep learning algorithms, delineation and tidal correction of shoreline features, and interactive tools to develop and explore these data and techniques.
The contractor will utilize existing and publicly available imagery, including Landsat and
USGS, RFQ# 140G0325Q0178 Computer Scientist Services for Geospatial Analyses Page 1 of 61 https://github.com/SatelliteShorelines/CoastSeg https://github.com/SatelliteShorelines/CoastSeg
Sentinel, for mapping the U.S. coasts. The contactor will work in close cooperation with research staff at the USGS Pacific Coastal and Marine Science Center.
Primary Tasks:
• Maintain and refine the digital toolboxes, including CoastSeg, for satellite-based remote sensing mapping and assessments of the U.S. coastal change
• Application of these scientific tools for the development of a national database of historical shoreline positions for the U.S. coasts.
• Development of new tools within the ecosystem of CoastSeg and its related packages, to automate shoreline position mapping for future satellite image acquisitions.
• Testing and integration of new image processing and Machine Learning components to satellite shoreline mapping workflows.
Scope: The contractor will provide services to support characterization and mapping of coastal landforms, including shoreline positions, from machine learning analyses of satellite imagery. The work will inform coastal hazard risk management and general coastal planning. Services are needed to help in the development and refinement of remote sensing toolboxes to conduct all stages of coastal landform remote sensing, including satellite imagery acquisition, automated image registration, coastal land and water characterization using deep learning algorithms, delineation and tidal correction of shoreline features, automation of all these steps for future satellite image acquisition, and interactive tools to develop and explore these data and techniques. The contractor will utilize existing and publicly available imagery, including Landsat and Sentinel, and other imagery, including PlanetLabs, for mapping the U.S. coasts. The contactor will work in close cooperation with research staff at the USGS Pacific Coastal and Marine Science Center.
Tasks include developing python-based tools for implementation of satellite-based coastal landform and shoreline mapping. These techniques will be enhanced with machine learning approaches and models and automation techniques from USGS computing resources, such as the high-performance computing resources provided by the USGS’s Advanced Research Computing (ARC) group (https://www.usgs.gov/advanced-research-computing). The work requires strong computer programming skills using the Python language, expertise in the development and implementation of deep learning techniques from imagery of landforms, experience of geospatial analyses using GDAL and geopandas and similar software, software packaging using pixi, conda, pip and Docker, and strong background in experience with satellite imagery and data processing, especially with respect to shoreline (land-water interface) mapping.
The contractor will frequently use independent judgment to insure efficient accomplishment of work tasks.
• Supports the implementation and development of integrated toolboxes, including CoastSeg, to access satellite imagery data, characterize landform and water conditions within imagery using machine learning and image processing
USGS, RFQ# 140G0325Q0178 Computer Scientist Services for Geospatial Analyses Page 2 of 61 https://www.usgs.gov/advanced-research-computing https://www.usgs.gov/advanced-research-computing techniques, and develop tidally corrected geospatial data about the time-history of coastal features, including shoreline positions using Python and other codes.
• Develops strategies and tools to apply these tools to generating shoreline records for the U.S. coasts from historical satellite imagery and future imagery collections, the latter of which will include automation of workflow elements to allow for national shoreline updates at regular (monthly, quarterly, or annual) intervals.
• Assists with storm flooding and erosion analyses on coastal imagery obtained before and after large storms, such as hurricanes.
• Prepares written reports, parts of reports, or other documentation (illustrations, plots, maps, videos, blogs) describing tool development and usage, analysis techniques, and interpretation.
DELIVERABLES
• Python-based tools, including updates and refinements of CoastSeg associated tools, for accessing satellite imagery of coasts, characterizing landform conditions, and generating tidally corrected shoreline positions. Tools are developed for the use in scientific research and national databases, such that input variables can be tested experimentally and output geospatial data may be exported for subsequent statistical analyses by USGS researchers. Final tools are published and shared in the USGS OpenSource GitLab system or another USGS-approved code sharing library.
• Presentation of project results at team meetings (2-3 times per year)

Non-disclosure Agreement Prior to receiving access to USGS computers, contractor employees shall be required to sign non-disclosure or other system security agreements, depending on the systems to be used and level of access granted. The required non-disclosure agreement will be similar to the attached but may be customized, as needed, to reflect the data involved.
Restrictions on use, duplication, and disclosure of sensitive and proprietary data are covered in clause GS 1406.
3. Training Contractor employees shall complete USGS-defined Federal Information Systems Security Awareness computer security training before being granted system access and must renew the training annually. Failure to complete training within the required timeframe may result in loss of system access for that user. Contractor employees with significant IT security responsibilities shall also complete specialized role-based training.
4. Personnel Changes Before starting work, the contractor will provide a listing to the COR/technical liaison identifying contractor and subcontractor employees requiring access to USGS systems for performance of work hereunder and will assign each person a unique user ID. The contractor shall immediately advise the USGS Project Officer when any of their personnel no longer require USGS computer access so that those ID's and access privileges can be cancelled. The COR must be notified in advance of any potentially unfriendly termination of an employee or subcontractor.
