About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is procuring a Computer Aided Dispatch (CAD) system through a combined synopsis/solicitation (FA8601-25-R-0032). The requirement includes a turnkey solution encompassing CAD software, hardware, mobile applications, implementation services, training, and five years of maintenance to support emergency dispatch operations for the base fire department. The system must accommodate 3 concurrent dispatch positions, 1 supervisor position, and approximately 100 total users, with integration capabilities for third-party systems including VESTA E911, WestNet First-In Station Alerting, and APCO Intelli COMM. The Air Force will use a Lowest Price Technically Acceptable evaluation methodology, requiring proposals to receive an "Acceptable" rating on Technical Capability and present the lowest total evaluated price that is fair, reasonable, and unbalanced. Proposals were originally due August 26, 2025, but Amendment 1 extended the deadline to September 3, 2025, at 12:00 PM Eastern, with electronic submissions required via email to specified contracting personnel.

This solicitation operates under NAICS code 541512 with a small business size standard of $34 million, though no set-aside designation is applied, making it a full and open competition. The government has not identified any incumbent contractors in the available documentation, and while specific award values are not disclosed, the small business size standard suggests the contract value could reach up to $34 million. The system implementation is expected to occur over 6-8 months following award, with delivery scheduled for January 31, 2026, and the base contract period running from September 30, 2025, through September 29, 2026, with four additional one-year option periods extending through September 29, 2030. The entire performance will take place at Wright-Patterson Air Force Base in Ohio, where the CAD system will support the base fire department's emergency response operations. The Air Force has indicated that funds are not currently available and reserves the right to cancel the solicitation without reimbursing offeror proposal costs.
