About this file

This document is a Questions and Answers (Q&A) file for a Computer-Aided Dispatch (CAD) system solicitation for Wright-Patterson Air Force Base. The government is seeking a standalone CAD system with specific technical requirements, including integration with APCO, Westnet Public Safety, and GPS Network Time Protocol. Key details include approximately 100 total users (3-5 administrators, 12 CAD users, 97 mobile users), with about 30 mixed iOS and Android mobile devices. The desired implementation timeline is 6-8 months, and the government prefers an on-premise solution with a possible hybrid-cloud consideration. The system must support fire and EMS personnel, with no current law enforcement requirements. Cybersecurity sustainment services are required, and the vendor must provide software, mapping systems, and necessary training. The proposal submission deadline has been extended to September 3, 2025, with electronic copies requested in two volumes: technical and pricing.

Questions Government Responses

OFFEROR A's Pro Suite is 100% managed by OFFEROR A's DevOps Engineers. To manage the servers, OFFEROR A's DevOps Team uses SSH secure connections for remote access to the servers. Pro Suite managed services requires an “always on” direct connection to the Pro Suite on-premise servers. The reason for that “always on” connection is many of the managed service portions of the server operations are automated. Would like to know if this model of a managed service would be acceptable to Wright Patterson Airforce Base's mode of operations? The "always on" connection is acceptable to us, but if Offeror A requires that, they would need to provide that network connection.

Does Wright Patterson AFB only require electronic copies of our response, just 2 files per page 2 of Attachment 2 “Additional Instructions to Offerors”?

Correct, per page 2 of "Instructions to Offerors" the Government requests electronic copies. Two separate Volumes, one for the Technical package and one for the Price package.

“For Volume II, submit the Pricing Exhibit/Attachment as both a PDF document and as a Microsoft Excel file. Ensure the Microsoft Excel file is not “Read Only” so the CO/buyer can verify the offeror’s calculations.”We cannot locate the Excel file, could this please be provided?

For the Pricing Volume (II), pricing shall be filled out in the Solicitation and can also be provided as an excel spreadsheet or word document to list/explaina costs. If there is an excel spreadsheet provided, please ensure it is not" Read Only". There is no Excel File provided by the Government.
