About this opportunity
The Army Contracting Command - Letterkenny Contracting Office (CCAM-CAC-D) is conducting market research to identify qualified contractors capable of supplying compressed and liquefied gas cylinders and related services to Letterkenny Army Depot (LEAD). This pre-solicitation notice seeks sources interested in managing the complete gas cylinder lifecycle, including planning, forecasting, order processing, inventory management, quality control, delivery, cylinder exchange, and on-site propane cylinder refilling. Interested contractors should demonstrate organizational and staff capability through tailored capability statements with supporting documentation, address any anticipated subcontracting or teaming arrangements, and provide their relevant NAICS codes and past performance information. The procurement is classified under NAICS code 325120 (Industrial Gas Manufacturing) and Product Service Code 6830 (Gases: Compressed and Liquefied). Responses to this Sources Sought/Request for Information must be submitted by November 3, 2025; however, contractors should note that this is purely voluntary market research with no formal solicitation currently issued, and the government assumes no financial responsibility for response costs.
This procurement is designated as a Total Small Business set-aside, restricting competition to eligible small business concerns. The contract will cover multiple compressed gas types including acetylene, helium, nitrogen, oxygen, argon, and propane mixtures, with estimated monthly delivery quantities ranging from 1 to 125 cylinders depending on the gas type. The period of performance spans one base year with four 12-month option years, requiring weekly deliveries to multiple secured locations at the depot. Contractors must meet stringent compliance requirements including proper cylinder labeling and testing, shelf-life compliance, safety regulations adherence, environmental standards, and appropriate training. While no specific budget range or award value is disclosed in this pre-solicitation notice, the complexity of the full lifecycle management and the range of delivery quantities across multiple gas types and depot locations indicates a substantial supply contract opportunity.
